Job Summary

Responsible for the supervision of the Outreach and Admissions Specialists team. Ensures that contract performance meets or exceed US Department of Labor (DOL) and corporate OA performance goals. Ensures that contract follows DOL and corporate regulations and requirements.

Duties
  • Provides support and assistance, as assigned by the OA/CTS Manager.
  • Supports project management of all Outreach and Admissions (OA) functions.
  • Provides input to procedures for operations in accordance with the Insights Training Group, LLC established standards and with Department of Labor (DOL) Office of Job Corps requirements.
  • Provides oversight and support of all activities and duties of Outreach and Admissions staff on their assigned team. To include conducting weekly conference calls with their team.
  • Conducts regular site visits to all NEAP centers as applicable. Travel required to include overnight when necessary.
  • Conducts site visits to each outlying office at least quarterly. Travel required to include overnights when necessary.
  • Ensures contract requirements are met or exceeded in all areas.
  • Assists OA/CTS Manager with establishing monthly goals in writing to all Outreach and Admissions Specialists prior to the start of each month
  • Assists OA/CTS Manager with interviewing and selecting candidates for vacancies.
  • Responsible for developing plans and implementing plan for coverage of any vacancies.
  • Meets their assigned placement goals each month.
  • Assists OA/CTS Manager with completing contract reconciliation for Female Arrival Rates, Total Arrival Rate, Non-Level 1 ZT Separation Rate, 90 Day Commitment Rate and Graduation Rate.
  • Develops and executes a strategic marketing campaign with the team to increase community awareness of Job Corps and to establish/maintain strong referral partnerships and employer partnerships that are effective in serving Job Corps programs.
  • Provides input to and monitoring of goals in conjunction with the OA contract requirements.
  • Acts as primary liaison with Centers.
  • Negotiates assignments and monitor assignments to OA staff from Centers to ensure the contract meets OA goals and students are served as prescribed in the Policy Requirements Handbook (PRH).
  • Participates/serves on state and local Workforce Investment Boards (WIBs) and other community organizations.
  • Utilizes Data Center reports to analyze weaknesses, making corrective actions or adjustments as necessary.
  • Assists OA/CTS Manager with conducting a self-assessment annually and provides a formal written report to the Corporate Office within ten days of it being conducted.
  • Oversees the creation and maintenance of database systems of community and business partners, media contacts, other employment and training programs and potential volunteer supporters and ensures they are updated monthly by staff.
  • Reviews and report on demographics of program inquiries and follow up schedules.
  • Assists the OA/CTS Manager with identifying resources to provide staff development, provide, schedule and monitor staff training in accordance with the Job Corps Policy and Requirement Handbook (PRH) and staff training plan.
  • Participates in the provision of staff training, make corrective action and evaluations recommendations.
  • Provides assigned weekly productivity reports and required Job Corps reports with accuracy and timeliness.
  • Follows all guidelines, policies and procedures set forth by DOL maintaining the highest level of integrity, professionalism and ethics in all actions.
  • Complies with all Department of Labor guidelines, Office of Federal Contract Compliance Programs (OFCCP) regulations, Job Corps notices and bulletins, and Insights Training Group. LLC policies and procedures.
  • Participates in PRH mandated staff training. Training requires travel to include overnight and out of state. Failure to participate may result in corrective action up to and including termination.
  • Performs other duties as assigned.
Requirements
Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. This is a salaried position and overtime, and comp time is not provided.

Experience

Two years supervisory experience in Job Corps preferred or minimum 2 years working with disadvantaged youth. Experience providing supervision in a fast-paced performance-based environment preferred. Previous experience in providing group or individual counseling on all phases of career management. Knowledge of skills necessary to establish liaisons and interact with private and public agencies.

Education

Bachelor’s degree in Human Services, Psychology, Counseling, Education, Social Science, Business, Communications, or closely related field, and 2 years related supervisory experience preferred. Associate Degree in Human Services, Psychology, Counseling, Education, Social Science, Business, Communications, or closely related field, and 2 years related supervisory experience preferred. Experience may include successful OA experience with other youth program

Valid driver’s license and current automobile liability insurance coverage.
