Job summary

A leading county government is seeking a full-time Supervisory Technician responsible for the installation and maintenance of mechanical systems. The role includes supervising staff and contractors, ensuring safety compliance, and managing budgets. The successful candidate will possess a Maryland State Master HVAC trade license and extensive experience in the mechanical trade. Job description

Non-exempt (compensatory and/or overtime eligible); full-time; 40 hours per week; Monday - Friday; 7:30 a.m. - 4:00 p.m.; full-benefits; subject to office-wide reassignment

This technical and supervisory position is responsible for the installation, maintenance and repair of mechanical systems and equipment throughout Frederick County buildings and facilities. Supervision is given to Maintenance Technicians and private contractors. Supervision is received from Facility Manager and Chief of Facility Maintenance.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

  • Establish overall work objectives for staff; assign, coordinate, review and evaluate work performance; complete performance evaluations, administer employee disciplinary actions
  • Supervise, approve leave, and time sheets
  • Monitor building and project budgets, assist with department budget process
  • Prepare and/or assist with price proposals (RFPs or IFBs) for procurement of materials and or services
  • Prepare and/ or assist with providing cost estimates for repairs, installation, and maintenance of HVAC systems
  • Oversee the maintenance and repair of County HVAC systems ensuring that work complies with OSHA and MOSH safety guidelines
  • Work with, monitor and supervise the work of outside contractors as necessary
  • Inspect jobs and estimate the amount and type of materials needed
  • Coordinate HVAC projects around various schedules
  • Perform work in accordance with the Preventive Maintenance Program; implement and maintain preventive maintenance procedures on facilities equipment and structures
  • Perform maintenance, repair, and maintain proper operation of mechanical systems
  • Utilize the County’s asset management and work request software - Cartegraph
  • Assist with establishing and or modifying a preventive maintenance program for mechanical equipment
  • Respond to after-hours HVAC emergency calls
  • As needed, drive County vehicle to worksites
  • Perform other related duties as required

  • High school graduation or the equivalency
  • Minimum 6 years of progressively responsible work experience in the installation and maintenance of a mechanical trade
  • Possession of an active Maryland State Master HVAC trade license
  • Possession of a valid automobile operator's license

KNOWLEDGE / SKILLS / ABILITIES:
  • Ability to maintain County Authorized Driver privileges
  • Considerable knowledge of the methods and techniques, materials, tools, and equipment used in the installation and repair of mechanical systems.
  • Knowledge of local, state, and federal building codes, including IBC and NFPA guidelines
  • Knowledge of construction practices and methods used for mechanical installations and replacements.
  • Working knowledge of materials, methods, tools, and techniques used in the repair, maintenance, and installation for mechanical systems.
  • Knowledge of hazards associated with maintenance and construction work in the mechanical trade field and the ability to recognize and employ appropriate safety measures.
  • Ability to accurately diagnose mechanical problems and make appropriate repairs.
  • Ability to effectively read and interpret plans and specifications.
  • Ability to effectively estimate materials costs and labor hours, and to accurately prepare related forms and reports.
  • Ability to effectively organize and prioritize work, direct the work of others, and work with limited supervision.
  • Ability to develop and maintain effective working relationships with co-workers, contractors, upper management, appointed and elected officials as well as the general public.
  • Strong and effective spoken and written (English) communication skills.
  • Ability to learn and effectively use specialized construction and procurement software applications.

PREFERENCE MAY BE GIVEN FOR:
  • Supervisory work experience
  • Experience using Microsoft 365
  • A college degree in a related field of study
  • State of Maryland Master HVACR Trade License – Category 01

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • While working in this position, the employee is required to constantly walk and drive; frequently lift to 50 pounds, reach and perform repetitive motions; occasionally sit, climb, stoop, and push and pull up to and over 40 pounds; and rarely crawl.
  • While working in this position, the employee is required to constantly work indoors, walk on uneven ground; occasionally work near chemicals/fumes and is required to wear protective equipment; occasionally work dirty, dusty and noisy environments, and work at heights; and work outdoors, work in hot temperatures (above 100 degrees), work in cold temperatures (below 32 degrees), work in confined spaces, work below grade level, work near machinery and has a potential exposure to infectious diseases.
  • Available for varied working hours as needed and available for on call emergency situations
  • All current licenses must be maintained throughout employment and on file with the County and City for the purpose of obtaining permits for County work
