Job summary

The Maryland Judiciary seeks a Lead Judiciary Clerk at the Baltimore City Circuit Court to support Civil and Criminal Assignment operations. This role acts as a backup supervisor, trains staff, and helps manage dockets, hearings, and trials per court protocols.

Strong organizational skills and attention to detail are essential. The position requires 2 years of relevant experience (including at least 1 year as a Judiciary Clerk) and a high school diploma.

Qualifications

  • High school diploma or GED required.
  • Two years of work experience including one year as a Judiciary Clerk.
  • Bachelor's degree may substitute one year of experience.
  • Paralegal credentials may substitute one year of experience.

Responsibilities

  • Assist in day-to-day Civil and Criminal Assignment operations.
  • Onboard and mentor new staff on SOPs.
  • Provide coverage for Civil Postponement Courts and Peace Order hearings as needed.
  • Schedule matters and dockets per court protocols.
  • Review and send daily civil docket data to senior staff and judges.
  • Assist with scheduling in Enterprise Justice (MDEC) for upcoming calendar year.
  • Maintain and adjust Excel-based court statistics and assignment spreadsheets.

Main Purpose

The Lead Judiciary Clerk assists the Supervisor in the Civil Assignment and Criminal Assignment offices in Baltimore City Circuit. It serves as back up for the Supervisor in the day-to-day operations of the division and steps in to assume the Supervisor’s duties in the case of absence. In addition, this position provides basic training and monitors the work of subordinates.

Essential Duties And Responsibilities
  • Assists in the day-to-day operations of both Civil and Criminal Assignment activities
  • On boards new staff members and provides guidance for all standard operating procedures
  • Provides coverage in the Civil Postponement Courts. Provides coverage in Peace Order Hearings as needed when the Differentiated Case Management Coordinator is unavailable
  • Schedules Fast Track, Chambers/all motions, and Guardianship matters, Show Cause Hearings, as well as Pre-Trial Conference Hearings, and Trials in accordance with established court protocols. Schedules requested Civil matters on Judges Dockets. Schedules District Court Appeal Cases, Jury Trial Prayers, Bail reviews and Part 46/Part 47 Felony/Misdemeanor Reception Dockets
  • Reviews and sends daily civil docket data to the Administrative Judge, Judges in charge of civil and criminal cases as well as The Clerk of Court. Review and send Civil Final Assignment to Judge in charge of Civil and Courtroom Clerk’s Division Management Team.
  • Assists DCM Coordinator with adding Sessions in Enterprise Justice (MDEC) for the next calendar year.
  • Reviews Pre-Trial, Civil Trial, Excel spreadsheets and makes statistical adjustments for maintaining established court protocols, as well as DCM Fast Track and current Trial Screening Assignment spreadsheet.
Minimum Qualifications

Education: High school diploma (or GED equivalent).

Experience: Two (2) years of work experience, to include one (1) year as a Judiciary Clerk, in court operations, in the fields of criminal justice, parole and probation, legal or financial services.

A Bachelors Degree may substitute one (1) year of required work experience.

A Paralegal/Associates Degree or 60 college credits may substitute one (1) year of required work experience.

A Paralegal Certificate may substitute one (1) year of required work experience.

Knowledge, Skills, And Abilities
Knowledge of:
  • General office practices, procedures, and equipment.
  • Job related terminology, codes, comments, notations, orders, policies, procedures, rules, regulations, and laws.
  • Court forms, practices, procedures, protocols, systems, and equipment required to support the specialized work of the assigned unit(s).
  • Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.
Skill In
  • Customer service and handling problems tactfully and patiently.
  • Active listening, empathy, problem solving, and communication.
  • Accuracy and attention to detail.

  • Understand and carry out complex verbal and written instructions.
  • Apply job-related terminology, policies, procedures, regulations, and laws to define problems, collect data, establish facts, record data, appropriately complete forms, and provide information to customers.
