Job summary

The Recorder's Office within the Appellate Court of Maryland's Clerk's Office seeks an Appeals Clerk to support courtroom operations, recordkeeping, and the handling of briefs and exhibits. You will prepare dockets, supervise audio/visual systems, and assist with electronic filings and transfers to appropriate courts.

  • Education: High School or GED
  • Experience: Two (2) years of work experience, to include one (1) year in court operations or in the fields of criminal justice, parole and probation, legal or financial services.
  • Note: A Bachelors Degree may substitute the required work experience.
  • A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.
  • A Paralegal Certificate May Substitute The Required Work Experience.

Responsibilities

  • Session Preparation: Create docket sheets; test Polycom for virtual Courtroom hearings; ensure TriCaster and related equipment function; prepare for Zoom sessions when needed.
  • Session Operation: Conduct oral argument checks with attorneys; finalize docket sheets with notes for Judges; operate recording and livestreaming systems to ensure proper transmission.
  • Post-Session Operation: Download and edit recordings; prepare session videos for posting; docket attorneys/parties; ensure Judges have correct docketing.
  • Receives, dockets, and stores records and briefs; ensures materials uploaded to Westlaw/Lexis; oversees transfer of records as needed.
  • Reviews briefs for compliance with rules; prepares deficiency notices; manages transfers and filing.

Main Purpose

The Recorder's Office is within the Appellate Court of Maryland's Clerk's Office, and it consists of a Lead Appeals Clerk and two Appeals Clerks - Recorders. The office is responsible for managing the Court Sessions, including operating all courtroom technology (including timer, livestream, audio recording, remote appearance two-way video) functions as required, and that all proceedings are properly recorded. Additionally, the clerks account for receipt of circuit court records, briefs, and other duties. They also ensure that records, briefs, and related materials are assembled for delivery to the Judges of the Court; and following the conclusion of a case in this Court, they ensure the return of the case record to the proper court, or transfer to the Supreme Court in the event a writ of certiorari is granted.

Essential Duties And Responsibilities
Courtroom Operations

Session Preparation: Create docket sheets; test Polycom to ensure operability for virtual Courtroom hearings; ensure TriCaster system is functioning for video recording; ensure Lan cable and Ethernet cable are functioning; edit buffers on TriCaster to display case name and numbers on the live stream; perform quality control checks for TriCaster (video and audio recording) and Elemental (livestream) and CourtSmart (digital recording system); check microphone malfunctions, sound levels, camera adjustments, and other audio/visual adjustments; prepare other courtroom functions such as gathering robes for panel members; if oral argument session is to be conducted entirely virtually, create and host Zoom oral argument session.

Session Operation: Conduct oral argument check in with attorneys including; explain courtroom procedures to attorneys; finalize docket sheets with notes for Judges to ensure that argument proceeds smoothly; call court in session; operate TriCaster, Elemental, LivePanel Web, IBM, and CourtSmart to ensure that courtroom proceedings are audio and video recorded and livestreamed on the Maryland Judiciary website; operate Limitimer with pre-set oral argument times collected at oral argument check in.

Post-Session Operation: Download and edit recordings from IBM account or FTP Client; prepare session videos to submit the Government Relations to posting on Appellate Court of Maryland?s oral argument archive; docket attorney/parties presenting oral argument; ensure Judges correctly docketed.

Records/Briefs/Exhibits

Receives, dockets, and stores lower court records. Receives, dockets, and stores briefs, including ensuring that the briefs are uploaded to Westlaw and Lexis using FTP clients (FileZilla and Content console). Ensures that Chambers receive all materials related to assigned cases. Oversees transfer of the record to the Supreme Court if a cert petition is granted, and the transfer of the circuit court once the appeal is fully concluded. Reviews briefs for compliance with the Maryland Rules, prepares deficiency notices when they are not, calculates brief costs, and dockets compliant briefs.

Communication with Chambers/ACM Personnel

Reviews and responds to questions and requests from judge?s chambers and staff attorneys regarding records, briefs and courtroom proceedings. Manages parking for the Judges. Assists in preparation for monthly Judges? Conference, including ensuring that the Polycom is operable to permit Zoom participation as required. Manages incoming and outgoing mail.

Assists with other clerical functions when not assigned to the courtroom.

Minimum Qualifications

Physical Requirements

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
