Qualifications

  • Experience managing cloud infrastructure and related technologies.

  • Lead a team of IT Cybersecurity Specialists across a range of duties to develop cybersecurity and privacy projects for USPTO.
  • Advise on work methods and procedures, and help identify viable solutions.
  • Assist the Chief Privacy Officer in developing and implementing a strategic privacy program and mitigating privacy risks.
  • Support performance management efforts and ad-hoc assessments for OCISO leadership.

Job description

This position is located in the Cybersecurity Modernization and Privacy Branch (CMPB). CMPB supports the implementation and continuous monitoring for compliance with IT privacy policies, Federal Information Processing Standards, and privacy requirements for all information technology used in support of the USPTO.

Telework

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

  • You are enthusiastic about spearheading a team of IT Cybersecurity Specialists in a wide variety of duties connected with ensuring the proper development of cybersecurity and privacy projects, programs and services provided to USPTO.
  • You are motivated to champion the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individuals members in identifying the parameters of a viable solution.
  • You are driven to assist the Chief Privacy Officer in the development and implementation of a strategic privacy program plan, with a consistent overall approach to privacy policies and processes, and identification and mitigation of privacy risks.
  • You enjoy elevating performance management efforts by supporting product and/or project performance management (including assessing quality, compliance, etc.), organizational/functional reviews, and ad-hoc assessments required by OCISO senior management to assess performance against established goals and objectives.
Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Information Technology (IT) Management Series 2210

Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to at least the next lower grade level n the Federal service: For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes:

Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position Includes:

  • Implementing risk management framework to identify, assess and manage privacy risks; AND
  • Recommending solutions to mitigate privacy risks with data collection and use throughout the information lifecycle; AND
  • Managing cloud infrastructure and related technologies such as endpoints, servers, applications, web services, databases, collaboration tools, mobile devices, wireless devices, peripherals, Internet of Things, security appliances, and email platforms.
Education

Education may not be substituted for specialized experience at this grade level.
