Job summary

Cadmus is seeking a senior program professional to support homeland security exercise programs for public and private sector clients. You will lead the design, execution, and evaluation of HSEEP-compliant exercises covering terrorism, cybersecurity, and natural hazards, while also supporting policy analysis and strategic planning where needed.

The role requires eight plus years of relevant experience, strong stakeholder engagement, and the ability to travel domestically. U.S.

Qualifications

• Bachelor’s degree in emergency management, homeland security, public policy, political science, cybersecurity, or related field.
• 8+ years of experience in exercise planning, emergency management, homeland security, cybersecurity, or related field.
• Experience leading the design and delivery of HSEEP exercises and related documentation.
• Strong client-engagement, facilitation, research, analytical, writing, briefing, and presentation skills.

Responsibilities

• Lead the planning, design, conduct, and evaluation of HSEEP-compliant exercises for CISA.
• Develop exercise objectives, scenarios, planning schedules, stakeholder engagement approaches, evaluation methods, and documentation.
• Lead planning meetings and coordinate inputs from clients, SMEs, participating organizations, and project staff.
• Lead development and quality review of exercise documentation (i.e., manuals, plans, lists, guides, materials, reports).
• Direct assigned exercise teams, monitor progress, and mentor junior and mid-level staff.
• Conduct research and analysis on cybersecurity, critical infrastructure, emergency management, and policy.
• Brief clients and senior stakeholders on design decisions, status, outcomes, and next steps.
