Job summary

3 Phase Line Construction Inc. is seeking an Estimating Manager to lead the estimating function for complex utility and infrastructure projects in Bloomington, IL.

You will manage a team of estimators, oversee bids for electric transmission, distribution, gas, telecom, and underground construction, and ensure estimates align with contract requirements and company standards to support strategic growth and successful project execution.

Qualifications

• Bachelor’s degree in CM/Engineering/Finance or related field.
• 7+ years of construction estimating experience.
• 2+ years in a leadership or managerial role.
• Ability to read and interpret drawings, specifications, schedules, and contracts.

Responsibilities

• Lead, mentor, and manage a team of estimators in cost estimates and proposals.
• Oversee bids for utility infrastructure projects including electric transmission, gas, telecom, and underground work.
• Review takeoffs, pricing assumptions, subcontractor quotes, and risk assessments.
• Develop estimating procedures and templates to improve accuracy and efficiency.
• Collaborate with operations and management to apply lessons learned to future estimates.
• Participate in bid strategy meetings, go/no-go decisions, and management reviews.
