Job summary

Qualifications

• Bachelor’s degree from an accredited college or university; relevant experience may be substituted for the required education on a year-for-year basis
• Five (5) years of progressively responsible experience designing, developing, testing, implementing, and supporting enterprise software applications
• Experience developing and supporting web-based applications using modern software development tools, technologies, and methodologies
• Experience with relational databases, database design, and SQL
• Experience developing and integrating APIs, web services, and enterprise systems
• Experience applying software quality assurance, testing, and secure development practices throughout the software development lifecycle
• Experience troubleshooting and resolving application, integration, and system issues
• Knowledge of SDLC methodologies, software architecture principles, and modern development workflows
• Knowledge of source control systems, deployment methodologies, and application support practices
• Knowledge of application security principles, cybersecurity risks, and secure coding standards
• Proficiency in PHP, Python, JavaScript, HTML, CSS, and related development frameworks
• Ability to analyze business requirements and translate operational needs into technical solutions
• Ability to design, develop, implement, maintain, and enhance enterprise applications and technology solutions
• Ability to evaluate technology solutions and recommend improvements
• Ability to prepare technical documentation, system specifications, and operational procedures
• Ability to communicate complex technical concepts to technical and non-technical audiences
• Ability to build collaborative relationships with stakeholders, vendors, and technical teams
• Ability to manage multiple priorities and projects while meeting deadlines
• Ability to work independently and collaboratively in a team environment

Responsibilities

• Design, develop, and support enterprise software applications.
• Provide technical leadership for architecture, database design, APIs, and full-stack development.
• Lead complex integrations among USM-wide, institutional, Maryland state, cloud, and external systems.
• Design and support AI-enabled applications, intelligent automation, and data-driven tools.
• Integrate applications with AI platforms, large language models, knowledge repositories, APIs, and institutional data sources.
• Evaluate emerging technologies and develop prototypes or proofs of concept
• Establish and apply development, testing, code quality, security, and deployment standards
• Coordinate code reviews, application testing, vulnerability remediation, and performance validation
• Ensure compliance with cybersecurity, accessibility, privacy, data governance, and technology standards
• Identify technical debt and recommend architecture, maintainability, reliability, and security improvements
• Administer, develop, integrate, and manage web platforms and content management systems
• Oversee website governance processes, standards, and workflows
• Provide technical guidance and support to website stakeholders
• Support, maintain, troubleshoot, and improve enterprise applications and technology services with stakeholders
• Provide user training, troubleshoot technical issues, recommend process improvements, and facilitate knowledge sharing
• Analyze business requirements and operational needs to develop and implement technology solutions
• Document system functionality, business processes, workflows, and technical procedures
