Job summary

Texas Health and Human Services (HHSC) is seeking a Lead Data Analyst to oversee complex data collection, analysis, and reporting for Texas State Hospitals. You will work with SQL, Tableau, and other BI tools to drive performance insights and improve data quality across initiatives.

Reporting to the Director of Data Analytics, you will design backend data structures, develop robust reports, and coordinate with HHSC stakeholders.

Qualifications

  • Graduation from an accredited four-year college with major coursework in data science, business analytics, computer science, or related field.
  • Experience in data analysis, research, compilation, and reporting.
  • Experience designing, developing, and maintaining queries and reports; familiarity with electronic health records preferred.

Responsibilities

  • Oversees development and implementation of databases and data collection systems to optimize statistical efficiency and data quality.
  • Loads and queries data using SQL to support complex analyses and dashboarding.
  • Produces concise technical reports to present findings and recommendations.

Under the direction of the Director of Data Analytics, the Data Analyst V performs highly complex (senior level) data collection, research, reporting, and analysis to monitor, evaluate, and increase efficiencies for Texas State Hospitals (SH). Work involves gathering and analyzing data requirements, report design and implementation, and ongoing maintenance of existing reports and processes. Position requires being familiar with The Joint Commission Standards. The analyst will work with other SH staff as well as other HHSC staff to develop back‑end tables and logic to drive reporting; create original programming logic and evaluate and/or modify existing programs to take into account changes in requirements; and will review work products developed by other analysts. The analyst will interact with agency program staff, division staff, other analysts and stakeholders to ensure data requirements are met and that all work products are appropriately reviewed and validated. The analyst will prepare diagrams and logic flowcharts for detailed coding and for the documentation of programming work and may interact with staff from other agencies and outside entities as required to facilitate data collaboration, obtain required work products, or for consultation. The analyst will participate in system design meetings for new SH initiatives to ensure the ability for SHs to collect and report applicable data. This position will produce concise, comprehensive technical reports to present findings, identify alternatives, and make recommendations for process improvement, and outline solutions to monitor and implement data quality. This position will analyze the data and interpret results of the analysis. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

Performs other duties as assigned. Other duties as assigned include actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Essential Job Functions (EJFs)
Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

Oversees the development and implementation of databases, data collection systems, and other strategies to optimize statistical efficiency and quality. Compiles, queries, and loads data using SQL or other query languages into databases to support complex analyses. Maintains security protocols for confidential data as it relates to accessing, handling, protecting, and distributing. Oversees the SH technical activities to ensure reporting requirements are met. Participates in the hospital information management committee/medical records committee/ governing body. 30%

Monitors and ensures data quality, loading data into databases from a variety of sources, as well as formatting and automating data feeds, to be used as input for ongoing and ad‑hoc reporting, performance dashboards, and other reports. Develops scripts or code to extract, compile, and present data or models using computer programming languages such as SQL. Cleans and prepares data, as necessary, to produce data required for Tableau and other data visualization software. Extracts data from multiple sources for multiple report products, such as National Association of State Mental Health Program Directors Research Institute (NRI) statewide performance indicators, and various ad hoc requests for reports and analysis related to SH records and data. Ensures the accuracy of data included in reports. 30%

Establishes and updates data quality metrics and recommends and implements improvements to data quality with processes. Ensures data integrity by identifying gaps, errors, and anomalies, inconsistencies, and redundancies in the content, structure, and relationships within the data and implementing needed improvements for data quality and processes. Provides suggestions for systematic changes that will improve the collection of data and align data infrastructure with business needs. Provides routine updates on the status of projects and initiatives. 25%

Knowledge of statistics and analyzing data sets; running queries, report Coordination: Customer service focused. Utilizes strong communication skills to explain data processes and data management to negotiate information and resources needed to ensure successful initiatives. Determines the scope, purpose, timeline, and expected outcomes of assignments. Helps develop cost estimates and budgets for technical SH initiatives. Coordinates with Program Subject Matter Experts (SME’s) to ensure accuracy of reporting tools, workflows, reporting procedures and to improve data quality. Provides guidance related to the selection and use of preferred data management and analytic tools; defines, develops, and implements data and reporting standards. Provides guidance and direction to other areas needing technical expertise. Participates in legislative review process, requested reports, and other requests as it relates to SH records and data. Mentors team members. 10%

Knowledge, Skills And Abilities (KSAs)

Initial Screening
Graduation from an accredited four‑year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field is preferred;

Experience in data analysis, research, compilation, and/or reporting work.

Experience in designing, developing, and maintaining queries and reports.

Experience Working With Electronic Health Records Is Strongly Preferred.
Experience working in a State Hospital is preferred.

Additional Information

All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals.
