Job summary

Commonwealth of Pennsylvania in Honesdale, PA seeks a Fiscal Officer 3 to lead financial operations for the Wayne County Office of Human Services. The role oversees budgeting, financial reporting, audits and cost allocations while guiding a team of fiscal staff.

You will collaborate with the Human Services Administrator and County CFO to ensure HR/payroll policy alignment and compliance with state accounting standards. Telework is not offered in this position.

Qualifications

• Minimum 5 years of accounting and/or budgetary experience with a qualifying degree.
• Ability to oversee budgets, financial reporting, audits and cost allocations.
• Experience supervising staff and coordinating with HR/payroll policies.
• Knowledge of federal grant requirements (e.g., 2 CFR 200) is preferred.

Responsibilities

• Lead fiscal operations for multiple human services agencies within Wayne County.
• Supervise five fiscal officers, approve timesheets and conduct evaluations.
• Prepare financial statements, reconcile accounts and ensure compliance with reporting standards.
• Oversee budget preparation, monitoring, and revisions per grant regulations.
• Conduct internal audits and maintain cost allocations aligned with federal requirements.
• Develop and implement improvements to accounting systems and controls.
