Job summary

Commonwealth of Pennsylvania is seeking a dedicated County Fiscal Officer 1 in Delaware County. The role supports the Drug and Alcohol Division within the Department of Human Services, ensuring accurate budgets, reports, and payments to keep programs on track.

Responsibilities include preparing financial reports, reviewing invoices, coding expenditures, analyzing spending, and developing initial budgets based on allocations and projections.

Qualifications

• Minimum experience: two years as a Fiscal Technician and six college credits in accounting; or alternate combinations including accounting/budgetary roles.
• One year of accounting and/or budgetary experience with a business-related bachelor's degree that includes six accounting credits.
• Three years of accounting and/or budgetary experience with a business-related associate’s degree including six accounting credits.
• Five years of bookkeeping experience with six accounting credits in accounting.
• Equivalent combination of experience and training including six accounting credits.

Responsibilities

• Prepare monthly, quarterly, and annual financial reports for federal, state, and county agencies.
• Review provider and administrative invoices to ensure contracts and county regulations are followed.
• Code invoices to correct accounts and verify funding availability.
• Analyze spending levels to identify over- or under-use and recommend adjustments or contract changes.
• Develop initial budget documents based on allocations, reimbursements, revenues and projected expenses.
