Job summary

Defense Information Systems Agency (DISA), Scott (DITCO-Scott) PS8, seeks a highly experienced contracting specialist to oversee complex contracts and lead teams aligning missions with strategic objectives.

The incumbent will manage acquisition planning, cost/price analysis, and small business utilization, with certification progression within 36 months and compliance with DoD acquisition policies. This is a security-sensitive role with mandatory clearance considerations.

Qualifications

Summary

This position is located in Defense Information Systems Agency (DISA), Scott (DITCO-Scott) PS8.

Duties
  • Provides oversight of proposed complex contractual actions with up to unlimited Contracting Officer authority.
  • Leads team to integrate the organization's strategic plan, mission, vision, values, and goals in daily work processes.
  • Ensures adequacy of acquisition planning, competition in contracting, price/cost analysis, and small business utilization.
  • Administers sophisticated contractual techniques such as complex contract structures with incentives and cost sharing arrangements.
  • Assures standards are maintained and laws, policies, procedures, and regulations are adhered to.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • The incumbent must obtain Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier within 36 months of entry into this position, in accordance with DoD Instruction 5000.66.
Qualifications

Basic Education Standards for positions in the 1102 series: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. Transcripts are required at the time of application.

Waivers: With the exception of Specialized Experience, the component acquisition career management authority may waive any or all of the requirements listed in this qualifications standard with respect to any employee of the Department of Defense if the board certifies that the individual possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated job performance and qualifying experience

Time In Grade

For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.

Specialized Experience

For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.

Specialized experience is defined as experience in soliciting, negotiating, and administering contracts to procure IT products, services and IT operational capability for customers.

Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education

Foreign Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.   • Contracting Foundational/Professional: Selectee must have their Contracting Professional Certification (or be eligible for certification within 36 months of appointment) in the DAWIA Contracting Functional Area. Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 36 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.
