Job summary

New York State Higher Education Services Corporation seeks a Lead Business Analyst (Project Assistant) to guide a team of BAs and QA testers and oversee modernization initiatives supporting the state's student financial aid programs. The role focuses on requirements elicitation, process improvement, testing coordination, and progress reporting to senior leadership.

The incumbent will design improvements, supervise staff, and ensure alignment between business needs and agency technology updates

Qualifications

• Seven years of business analysis experience with expertise in requirements elicitation, solution design, or process documentation.
• Ability to supervise, mentor, and evaluate staff with demonstrated leadership experience.
• Experience with business analysis methodologies such as fit-gap analysis, functional specifications, and requirements documentation.
• Customer-service focus with ability to build trusted relationships across organizational levels.
• Experience supporting large-scale IT modernization or system replacement initiatives.
• Agile/Scrum certification or experience in Agile environments preferred.

Responsibilities

• Manage a team of Business Analysts and QA Testers overseeing complex system initiatives and modernization efforts.
• Guide business analysis activities and coordinate testing and requirements management.
• Report progress to senior leadership and align business needs with agency technology updates.
• Develop staff capabilities and ensure quality deliverables across projects.
