Job summary

The State of New Hampshire is seeking a Law Enforcement Training Specialist I in Concord to coordinate, supervise, and instruct police, corrections, and probation-parole recruit and in-service training programs for state, county and local agency students, including legal, tactical, and physical training.

Qualifications

• Willingness to work nights and weekends for training delivery.

Responsibilities

• Staff for Basic Police and Corrections Training Academies, including overnight stays on rotation.
• Develop, evaluate and update lesson plans, tests, training manuals, and audiovisual aids to PSTC standards.
• Supervise officers assisting with recruit and in-service training, monitor performance, and model professional conduct.
• Plan and monitor investigations of misconduct, review reports, interview witnesses, and gather evidence.
• Maintain proficiency in law enforcement skills and provide thorough investigations into misconduct.
• Provide status reports for use by the Law Enforcement Conduct Review Attorney.
• Collaborate with local, state and federal agencies on training and investigations of misconduct.
• Identify safety violations and make improvements to safety standards and procedures.
• Provide coverage for other training specialist positions, as needed.

Summary: Coordinates, supervises and instructs police, corrections, and probation-parole recruit and in-service training programs on behalf of the Police Standards and Training Council (PSTC) for state, county and local agency students, including legal, tactical, and physical training programs. Conducts investigations as authorized by State Law and Administrative Rule for the investigation, suspension or revocation of the certification of law enforcement officers in cases of egregious misconduct or failure to comply with council standards.

MINIMUM QUALIFICATIONS:

• Education: Bachelor's degree from a recognized college or university with major study in police science, criminal justice, education, criminology, or police administration. Each additional year of approved formal education may be substituted for one year of required work experience.
• Experience: Five years of experience in the criminal justice field, one year of which shall have been at a supervisory or management level and one year in developing, coordinating or instructing law enforcement training programs. Each additional year of approved work experience may be substituted for one year of required formal education.
• License/Certification: 1. Must possess a valid driver’s license for use in statewide travel.
  2. Must possess or be eligible to obtain certification as a Police or Correctional Officer by the New Hampshire Police Standards and Training Council.
• Special Requirements: 1. Must be able to do strenuous physical work including running, strength training, wrestling, self-defense tactics, aerobic exercises, firing all types of firearms, driving emergency vehicles on a skid pad at the edge of control, standing, sitting and lifting.
  2. Must pass initial medical and physical examinations and ongoing medical and physical examinations every year while so employed. Must pass physical fitness testing each year based upon the testing standards required of active law enforcement officers as established in RSA 106-L:6.
  3. Must pass a criminal and motor vehicle history check, a comprehensive background investigation, a polygraph test and a psychological evaluation.
  4. Must be available to work a flexible schedule to include nights and weekends to deliver training programs.

RESPONSIBILITIES:

• Serves as staff for Basic Police and/or Corrections Training Academies, to include overnight stays at the training facility, on a rotating schedule, while recruits are in residence and participating in recruit physical training programs.
• Develops, evaluates and updates lesson plans, tests, training manuals, performance objectives and audiovisual aids, including PowerPoint presentations and scripts of training videos to comply with PSTC standards and instructs on-site and off-site classes for recruits as well as experienced officers.
• Supervises state, county and local police and corrections officers assisting with recruit and in-service training programs, to include those temporarily assigned to PSTC as cadre for academy sessions; monitors, coaches, and conducts performance evaluations on recruits while serving as a role model in demonstrating professional conduct, leadership, responsibility and integrity.
• As directed, plans and monitors confidential investigations of misconduct pertaining to law enforcement officers by reviewing an agency or department’s previously completed investigative reports, interviewing complainants, witnesses and/or related staff members and conducting investigations for the purpose of gathering facts and evidence to support an investigatory finding.
• Maintains proficiency in law enforcement skills, knowledge, and abilities, to include sound investigative techniques to serve as a law enforcement trainer and to conduct thorough and objective investigations into allegations of misconduct.
• Reviews and provides status reports and other informational investigative reports for use by the Law Enforcement Conduct Review Attorney in determining and presenting recommended findings before the council.
• Collaborates with civilians, local, state and/or federal law enforcement agencies and officials in matters of mutual interest as it relates to law enforcement training and investigations of rules violations or of misconduct.
• Identifies, evaluates, and appropriately addresses safety violations and concerns related to training programs and makes recommendations to senior staff to improve safety standards, processes and procedures.
• Provides instructor and/or investigative coverage for other Law Enforcement Training Specialist positions, as needed.
