Job summary

State of Washington seeks a DSHS OOS Language Testing Administrator to lead statewide language testing and certification programs, ensuring compliance and accessibility for diverse communities. You will oversee contracts, platforms, and data reporting, coordinating with ADA and external partners to enhance language access.

Hybrid remote work is offered; a bachelor’s degree with 5+ years of experience is required, plus strong leadership and project-management capabilities.

Qualifications

• Bachelor’s degree and five years of experience administering statewide programs and services related to language testing and certification.
• Additional qualifying experience will substitute for the required education on the basis of one year of experience for one year of education.

Responsibilities

• Maintain statewide language testing program compliance, resource allocation, service delivery, and strategic succession planning.
• Manage vendor contracts and RFPs for test development, administration, proctoring, and grading, including reviewing invoices.
• Oversee online testing platform and LTC Gateway database to streamline access, track scores, and IT improvements.
• Direct agency scheduling, reserve test rooms, coordinate proctors, and set yearly/monthly test schedules.
• Review accommodations requests with ADA Director to ensure accessible testing materials.
• Lead test content updates, update rules, and validate examinations for reliability and validity.
• Engage multilingual communities and statewide partners to promote language access resources.
• Manage data collection protocols and produce annual performance outcome reports.
• Oversee public-facing website and program mailbox; handle complex grievance and refund resolutions.
