Job summary

State of Washington Dept. of Social and Health Services (DSHS), Office of Equity, Access, & Belonging (OEAB) is seeking a DSHS OOS Language Testing Administrator.

This high-visibility role manages the statewide Language Testing and Certification program, ensuring qualified interpreters and translators support bilingual services across the department. The position offers flexible hybrid remote work and requires a bachelor’s degree with five years of experience in statewide program administration.

Qualifications

• Bachelor’s degree and five years of experience administering statewide programs and services related to language testing and certification.
• Experience in testing design principles, reliability, validity, and accessibility.

Responsibilities

• Maintain statewide language testing program compliance, resource allocation, service delivery, and strategic succession plans.
• Manage vendor contracts and RFPs for test development, administration, proctoring, and grading, including reviewing invoices.
• Oversee online testing platform and LTC Gateway database to streamline candidate access, track scores, and identify IT modifications.
• Direct agency-wide scheduling, reserve test rooms, coordinate proctors, and establish yearly/monthly test schedules.
• Review test accommodation requests with the ADA Director to ensure accessibility of testing materials.
• Lead test content updates, perform analyses to ensure validity and reliability of examination instruments.
• Engage multilingual communities and statewide partners to promote language access resources.
• Track program impact, evaluate fill rates, and produce annual performance reports.
• Manage public-facing website, program mailbox, and handle complex test grievances and refunds.
