Cemstone in Mendota Heights, MN is seeking a Land Management Specialist to coordinate land use, property transactions, and regulatory compliance across assets and infrastructure.

Qualifications

  • Bachelor’s degree or certification in a related discipline is preferred.
  • Minimum of five years of experience in land management, real estate administration, or permitting.
  • Experience in resource development, mining, infrastructure, or land management is preferred.
  • Strong communication and interpersonal skills; read, write, and speak English well.
  • Public speaking and presentation skills to diverse audiences.
  • Knowledge of land use regulations, permitting, property rights, and land administration.

Responsibilities

  • Support land use permitting efforts and coordinate with regulatory agencies for approvals.
  • Maintain land records, easements, rights-of-way, leases, and permits.
  • Coordinate land transactions including acquisitions, dispositions, and access agreements.
  • Develop and maintain relationships with regulators and stakeholders.
  • Map ownership and land-related data, including AutoCAD mapping for operations.

Job Summary:The Land Management Specialist serves as a liaison between internal stakeholders, regulatory agencies, landowners, and external partners to support the planning, development, operation, and maintenance of company assets and infrastructure. This role maintains accurate land records, assists with property acquisitions and agreements, supports land use and environmental permitting processes, and provides land management expertise to operational planning efforts. The position helps identify and mitigate land-related risks while ensuring land activities align with business objectives, regulatory obligations, and responsible land management practices.ESSENTIAL DUTIES & RESPONSIBILITIES: The following is a list of essential duties & key responsibilities assigned to the role. Other duties may be assigned.Consistently exemplify and promote Cemstone's core values of Demand Safety, Expect Integrity, Drive Excellence, Empower Innovation, and Embrace Collaboration in all work activitiesSupport land use permitting efforts and coordinate with regulatory agencies to obtain and maintain required approvals.Assist with property planning, site due diligence, and land management activities that support operational and project needs.Monitor sites for zoning compliance and renew or amend zoning permits as needed. Represent the Company at public hearings, including formal presentations.Develop and maintain relationships with regulators (local city/county staff).Maintain accurate land ownership records, easements, rights-of-way, leases, permits, and other property-related documentation.Coordinate and support land transactions, including acquisitions, dispositions, easements, licenses, and access agreements.Partner with Operations, Environmental, and Legal teams to ensure land-related activities meet regulatory requirements and internal standards.Coordinate with accounting staff to ensure the accurate and timely payment of royalties and other required payments.Manage all lease conditions/requirements and critical dates.Maintain site maps – including mine planning maps -in AutoCAD sites and provide mapping services to operations staffMonitor land use restrictions, permit conditions, and contractual obligations to ensure ongoing compliance.Support operational and capital project planning through land ownership research, mapping review, and property evaluations.Manage relationships with landowners, government agencies, consultants, and other external stakeholders.Track and maintain land management databases, records systems, and reporting requirements.Identify and communicate land-related risks, constraints, and opportunities affecting company operations and development activities.QUALIFICATIONS AND REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Must be able to read, write, and speak in English.Strong public speaking and presentation skills, with the ability to confidently communicate technical and non-technical information to diverse audiences, including employees, leadership teams, and external stakeholders.Must be goal oriented, self-motivated and organized.Strong understanding of land use regulations, permitting processes, property rights, and land administration practices.Proficiently use a computer and programs such as Microsoft Word, Excel, Teams, PowerPoint, Outlook as well as Customer Resource Management (CRM) software.Strong abilities in planning, organizing, problem solving and multitasking.Ability to work well with others in a teamwork environment.Consistently demonstrate professionalism, personal responsibility, integrity and ethics at all times.CERTIFICATES, LICENSES, REGITRATIONSMust have valid driver’s licenseWORK ENVIRONMENT & PHYSICAL DEMANDS: The work environment and physical demands described here are characteristic and representative of those that must be made by an employee to successfully perform the essential functions of this job.Meeting daily production demands may result in stressful situationsWork in an office, production facilities, and yards subject to dust, noise concentrations, and temperature changesWear proper safety equipment such as hard hat, ear protection, safety boots, safety glasses.Work up to 8-10 hour shifts, as needed, including some early morning start times and/or late night ending times.Lift and/or carry up to 50 lb. occasionally.
