Job summary

Metric Geo in Delaware seeks an Entitlements Manager to guide the entitlement process for new residential communities, from acquisition through development. The role requires deep knowledge of municipal approvals, zoning, and permitting, serving as the main link between the company, consultants, and public agencies to keep projects moving.

Qualifications

• Minimum 5+ years of entitlements/land development experience.
• Strong knowledge of Delaware municipal entitlement and permitting processes.
• Bachelor's degree in construction management, urban planning, civil engineering, business, or related field (or equivalent experience).

• Assist with budgets for entitlement costs and maintain partner relationships.

Job description

The Entitlements Manager supervises and directs all aspects of the entitlement process for new residential communities across the Delaware division. This role requires strong knowledge of municipal approval processes, zoning, and permitting, and serves as the key liaison between the company, outside consultants, and public/quasi-public agencies to keep communities moving on schedule from acquisition through development.

Key Responsibilities

• Manage the entitlement and due diligence process for prospective land acquisitions, assessing feasibility ahead of purchase
• Coordinate and manage contract work performed by outside consultants (civil engineers, land planners, environmental and geotechnical consultants, landscape architects)
• Serve as primary liaison with municipal, county, and state agencies to secure zoning approvals, permits, and development agreements
• Represent the company at public hearings and meetings with local jurisdictions
• Coordinate with internal Land Acquisition, Operations, and Division leadership on site planning, product mix, and project viability
• Track and manage entitlement schedules to ensure communities stay on pace with development and construction timelines
• Prepare and process required paperwork for agency approvals, permits, and bond releases
• Assist with financial feasibility budgets related to entitlement costs
• Maintain strong working relationships with utility companies and other trade partners

Qualifications

• Minimum 5+ years of experience in land entitlements, land development, or land planning within the homebuilding industry
• Working knowledge of Delaware/regional municipal entitlement and permitting processes strongly preferred
• Bachelor's degree in construction management, urban planning, civil engineering, business, or related field (or equivalent experience)
• Strong project management, negotiation, and communication skills
• Ability to manage multiple projects and deadlines simultaneously
• Experience working with public agencies, consultants, and internal cross-functional teams
