Job summary

Fortune 500 Residential Builder in Delaware seeks an Entitlements Manager to plan, direct, and manage entitlement activities, due diligence, and government approvals for new communities.

You will oversee consultants, coordinate with utility providers, review site plans and development agreements, and ensure feasibility and schedules align with growth objectives. 5+ years of related experience and a Bachelor's degree are required.

Qualifications

  • 5+ years of experience in determining feasibility of a development project, rezoning, entitlements, permitting and platting of raw land, gaining government approvals.
  • Strong communication, public speaking, and leadership skills.
  • Bachelor's Degree required; EIT, PE, PLA, AICP would be a plus.
  • Must understand Geotechnical reports, surveys and civil design plans.
  • Experience managing multiple large civil/development projects simultaneously.

Responsibilities

  • Plan, direct and manage the activities of the Entitlements department.
  • Obtain entitlements for projects, including governmental approvals and negotiations with public agencies.
  • Oversee preparation, submittal, and approval of subdivision plans and permits.
  • Manage due diligence processes for entitlements and feasibility assessments.
  • Coordinate with consultants (civil engineers, land planners, geotechnical and hydrologic experts).
  • Review scopes of work, development agreements, site plans and other technical reports.
  • Establish relationships with utility companies for service feasibility.
  • Organize project costs with land development team to create feasibility budgets.
  • Determine any required offsite utility/roadway improvements for feasibility.
  • Collaborate with executive team on product mix and project viability.

What you’ll do as the Entitlements Manager:
  • Plan, direct and manage the activities of the Entitlements department.
  • Maintain responsibility for entitlements and due diligence for projects. Determine the feasibility of a planned acquisition. Facilitate the entitlement of a property, including obtaining zoning and governmental approvals.
Responsibilities of the Entitlements Manager:
  • Complete Due Diligence/Feasibility analysis of projects prior to acquisition
  • Obtain Entitlements for projects, including all governmental approvals, negotiations with public agencies and assist with representation at public meetings
  • Oversee the preparation, submittal, and approval of all subdivision related plans and permits
  • Manage daily activities in due diligence process pertaining to obtaining entitlements from jurisdictional authorities for assigned projects, including but not limited to zone changes, concept plans, preliminary plats, etc.
  • Plan, direct, and manage the activities of consultants (civil engineers, land planners, geotechnical engineers, hydrologic consultants, etc.) performing due diligence and entitlement services to adhere to project schedules
  • Review and evaluate consultant scopes of work, Development Agreements, site plans, soil and wetland determinations, and other technical reports and data
  • Establish contact and working relationships with utility companies to identify location, availability and guidelines for service to assigned projects
  • Research and organize project costs in conjunction with the land development team to create feasibility budgets to determine the financial viability of a planned community
  • In conjunction with consultants determine any offsite utility/roadway improvements required for feasibility
  • Work in conjunction with local Executive Team to determine product mix and in determining overall viability of potential projects
What you’ll need to be the Entitlements Manager:
  • 5+ years of related experience in determining feasibility of a development project, rezoning, entitlements, permitting and platting of raw land, gaining government approvals, etc
  • Bachelor's Degree required (EIT, PE, PLA, AICP would all be a plus)
  • Must be able to understand and read/interpret Geotechnical reports, surveys and civil design plans
  • Successful experience managing multiple large civil / development projects simultaneously is required
  • Strong communication, public speaking, and leadership skills
