Qualifications

  • Strong project management and negotiation skills.
  • Ability to manage multiple projects under tight deadlines.
  • Bachelor’s degree in Urban Planning, Real Estate, Land Development, or related field preferred.

Land Entitlements Manager – Minneapolis, MN

About the Role

We are seeking an experienced Land Entitlements Manager to join a growing residential homebuilder in the Minneapolis market. This role will be responsible for managing the entitlement process from initial feasibility through approvals, ensuring projects move efficiently from land acquisition into development.

Key Responsibilities
  • Lead the land entitlement process for residential communities from feasibility through final approvals.
  • Manage zoning, rezoning, variances, comprehensive plan amendments, and other municipal approvals.
  • Coordinate with cities, counties, municipalities, consultants, engineers, attorneys, and developers.
  • Prepare and manage entitlement schedules, budgets, and project timelines.
  • Review site plans, development plans, and engineering documents to identify potential issues.
  • Lead meetings and presentations with municipalities, planning commissions, and other governing bodies.
  • Track project conditions, approvals, and required permits through the development process.
  • Identify entitlement risks and develop strategies to keep projects on schedule.
  • Partner closely with Land Acquisition, Land Development, Construction, and Finance teams.
  • Maintain strong relationships with local municipalities, consultants, and community stakeholders.
Qualifications
  • 5+ years of experience in residential land entitlements, planning, development, or a related field.
  • Strong understanding of Minnesota/Minneapolis-area zoning and entitlement processes.
  • Experience working with municipalities and navigating complex residential approvals.
