Job summary

NCS Engineers in Willis, Texas seeks a Land Development Engineer/Project Manager (PE) to lead the design and coordination of commercial, residential, and mixed‑use development projects from concept through construction documents.

The role emphasizes grading, utilities, drainage, and site layout with a focus on quality, constructability, and client communication. Strong multitasking and mentoring of junior staff are essential.

Qualifications

• Bachelor’s degree in Civil Engineering or related field.
• EIT certification is required; PE license preferred or obtainable within 1 year.
• 5–10 years of land development design and project management experience.

Responsibilities

• Lead design and production of land development plans including grading, utilities, and stormwater systems.
• Coordinate multidisciplinary design teams to deliver complete project documents.
• Prepare feasibility studies, land plans, cost estimates, and construction drawings.
• Serve as primary client contact, managing relationships throughout project delivery.
• Ensure quality control and compliance with jurisdictional standards.
• Support permitting efforts with local and state agencies.
• Develop proposals, scopes, and assist junior staff.
