HRUCKUS seeks an experienced Juvenile Justice Oversight Director for a hybrid assignment in Washington, DC. The role provides independent monitoring, data analysis, investigations, and reporting on DYRS facilities and services on behalf of the Office of the Ombudsperson for Children (OFC).

The ideal candidate will have a Bachelor's or graduate degree in juvenile justice or social work and 15+ years of experience, with strong expertise in confidentiality, policy, and stakeholder communication.

Qualifications

• Bachelor's or graduate degree in juvenile justice, social work, or related field; 15+ years of relevant experience.
• Maintain confidentiality per legal requirements.
• Strong oral and written communication with diverse stakeholders.
• Ability to present recommendations on sensitive issues based on analysis.
• Advanced knowledge of juvenile justice policies and District/Federal laws.
• Experience conducting facility assessments and complaint investigations.

Responsibilities

• Conduct regular, unannounced and announced onsite visits to juvenile facilities.
• Evaluate facility conditions and document data trends.
• Assess operations against juvenile justice best practices.
• Receive, log, and investigate complaints on-site or remotely as needed.
• Investigate policy and legal violations affecting youth safety or access to resources.
• Identify systemic reforms needed across investigations.
• Track adherence to ROAD Act requirements.
• Monitor progress toward Work Plan goals and indicators.
• Investigate broader systemic issues identified during monitoring.
• Consult with District agencies to assess service delivery improvements.
• Track and verify corrective actions by DYRS to ensure compliance.
• Prepare Quarterly Performance Reports and Corrective Recommendation Documents.
• Publish approved Public Web Postings for OFC and DC Council.
