Angayut, LLC is seeking two Junior Contract Analysts to provide on-site acquisition and contracting support to A.T. Augusta Military Medical Center.

The analysts will support healthcare and non-healthcare requirements packages, prepare compliant pre-award and post-award documentation, track acquisition actions, and assist customers and CORs throughout the requirements-development process. Government officials retain all inherently governmental decision-making and approval authority.

Qualifications

• Education: four-year degree with 24 semester hours in accounting, business, finance, law, contracts or related fields.
• Experience: at least two years as a Federal employee or contractor in GS-1102 or equivalent.
• Certification: DAWIA Level I, DoD contracting certs, or equivalent.
• Knowledge of federal acquisition process and contracting principles.
• Ability to work independently and develop concrete action plans.
• Excellent written and oral communication skills.

Responsibilities

• Prepare compliant pre-award and post-award documents per FAR/DFARS and DoD supplements.
• Support purchasing, source-selection prep, research, and policy development.
• Develop and update Performance Work Statements for pre-award packages.
• Meet with directors, program managers, CORs to develop contracting requirements.
• Assist with healthcare and non-healthcare requirement packages.
• Generate forms, trackers, and documentation for contracting submissions.
• Prepare monthly reports on active and completed actions.
• Conduct training briefings for personnel seeking contracting support.
• Coordinate training with DHA Procurement Support.
• Provide programmatic guidance to internal/external customers and attend meetings.
• Review solicitation clauses and track credentials and security requirements.
• Maintain contractor status within non-inherently governmental boundaries.

Position Description

Angayut, LLC is seeking two Junior Contract Analysts to provide on-site acquisition and contracting support to A.T. Augusta Military Medical Center. The analysts will support healthcare and non-healthcare requirements packages, prepare compliant pre-award and post-award documentation, track acquisition actions, and assist customers and CORs throughout the requirements-development process. Government officials retain all inherently governmental decision-making and approval authority.

Each Junior Contract Analyst will perform most assigned work independently in a non-managerial role, prioritize workload, coordinate with customers and DHA procurement personnel, and recommend practical approaches that improve the completeness, timeliness, and compliance of acquisition packages.

Key Responsibilities

• Prepare compliant pre-award and post-award acquisition and contractual documents in accordance with the FAR, DFARS, DHA and DoD supplements, policies, directives, and instructions.
• Support purchasing and procurement, source-selection preparation, research, training, business-process improvement, policy development, financial analysis, automated-system analysis, and federal program or project management activities.
• Formulate and update Performance Work Statements and other documentation required for complete pre-award requirements packages.
• Meet with division directors, department directors, program managers, CORs, and other personnel to develop requirements correctly for contracting approval.
• Assist ATAMMC departments and the contracting office with procedures for completing healthcare and non-healthcare requirements packages.
• Generate and update required forms, templates, trackers, and supporting documentation used to submit requirements to the contracting office.
• Prepare monthly reports covering active, outstanding, and completed acquisition and contracting actions for the ATAMMC Contract Support Service Chief and COR.
• Conduct training and educational briefings for personnel seeking contracting support, including new or secondary-duty CORs preparing and submitting requirements packages.
• Coordinate training, education, correspondence, and action status with DHA Procurement Support.
• Provide programmatic guidance to internal and external customers and attend meetings as an acquisition-support subject-matter resource.
• Review applicable solicitation clauses and provisions and assist with tracking employee credentials and security requirements.
• Maintain clear contractor status and ensure all assistance remains within non-inherently governmental boundaries.

Qualifications

• Education: A four-year course of study leading to a bachelor's degree in any field that includes, or is supplemented by, at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization, or a qualifying combination of these fields.
• Experience: At least two years of experience as a Federal employee or contractor employee in the GS-1102 series or an equivalent capacity as a contract specialist, contract administrator, or procurement analyst.
• Certification: DAWIA Contracting Level I certification, current DoD Contracting Professional Certification, FAC-C Professional certification, or another equivalent.
• Working knowledge of the federal acquisition process and applicable contracting principles, laws, regulations, and procedures.
• Knowledge of fact-finding, analysis, resolution of complex problems, and development of concrete action plans.
• Familiarity with price and cost analysis principles.
• Ability to work independently in a non-managerial role, prioritize assignments, coordinate with customers, and make sound recommendations.
• Excellent written and oral communication, organization, customer-service, analytical, and problem-solving skills.
• Ability to read, write, speak, and understand English.
• U.S. citizenship is required.

Travel

No travel is currently anticipated. Occasional travel may be required if authorized by the Government and the company.

Eligibility Requirements

Ability to obtain and maintain the favorable suitability determination, background investigation, installation access, and credentialing required for performance, including a Common Access Card or other Government-issued credential when applicable.

Employment is contingent upon contract award, Government approval where applicable, successful completion of company pre-employment requirements, and availability at the start of performance.
