Job summary

Sandoval County seeks a Junior Appraiser to collect property information, determine market values, and appraise residential properties using cost and market approaches. Under supervision, you will inspect properties, measure improvements, confirm map details, and input data into the CAMA system.

Qualifications

Job descriptions are not intended to list all duties performed within the job.***MINIMUM QUALIFICATIONS**:**Education and Experience:*** High School Diploma or GED equivalent from an accredited institution and one (1) year of experience performing general office work, field support, surveying or construction that includes six (6) months of experience in property valuation methods as an appraiser, appraiser assistant, appraiser trainee OR two (2) years of real estate related experience as a realtor, developer, contractor, real estate agent or related position.**Required Licenses or Certifications:*** Valid New Mexico Driver’s License.**Additional Requirements:*** International association of assessing officers (IAAO) training and certification I (course 101) within one year of hire.* International Association of Assessing Officers (IAAO) II certification (course 102) is required within two years of hire.**SUPERVISION RECEIVED AND EXERCISED:**Position reports to the Appraisal Supervisor and Chief Assessment Officer.**ESSENTIAL JOB FUNCTIONS:** *The following duties **ARE NOT** intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.** Under supervision, determines market value and property valuation of assigned residential properties; inspects properties, measures and sketches improvements, identifies property characteristics, confirms map details, and inputs data into CAMA (Computer Assisted Mass Appraisal) system.* Learns and applies cost and market approaches to establish property value.* Learns the special agricultural evaluation guidelines and assists with valuation.* Develops fair and equitable valuation of property in compliance with state tax code and County policies.* Performs statistical sales analysis of properties.* Works with property owners and tax reps; schedules appointments, coordinates access issues, and helps to resolve problems; responds to property owner inquiries and concerns; assists with formal and informal protests.* Under supervision, ascertains values for both individual and mass property appraisal using cost and market approaches to value.* Works directly with local and state agencies, utility providers, and contractors to accurately determine cost and utility access for accurate valuation.* Processes technical documents and maintains all property assessment records in accordance with New Mexico statutes.* Fulfills and maintains the goals, standards and objectives of the Assessor's Office and Sandoval County.* Learns and stays abreast of current and proposed statutory regulations and requirements, technologies, valuation methods, and market conditions.* Perform or assists with all duties required of lower level appraisal job functions as required.* Performs other job-related duties as assigned.**Required Knowledge of:*** Federal, state, and local regulations and statutes governing property valuation and assessment rules.* County and departmental policies and procedures.* Computer systems and specialized software applications, including Computer Assisted Mass Appraisal (CAMA), Geographic Information System (GIS), and other proprietary systems.* Principles and techniques of property appraisal, land planning, surveying, and mapping.* Working knowledge of exemptions.* Property valuation methods.* Principles of record keeping and records management.**Required Skill in:*** Understanding and explaining property appraisal procedures and County policies and procedures.* Utilizing standard personal computer software programs and specialized state and County software.* Evaluating technical and statistical data.* Responding to inquiries and complaints from the general public.* Communicating effectively verbally and in writing, including customer service and public relations.* Establishing and maintaining effective working relationships with employees, other agencies, and the public, including meeting and dealing tactfully with the public.* Interpreting and administering policies and procedures.**Physical Demands / Work Environment:*** Work is performed in a standard office environment and in the field to evaluate properties.* Operates a County vehicle to perform property inspections; drives to meetings and trainings as required.* Occasional exposure to inclement weather, varied terrain and animals while working in the field.* Work frequently involves extended periods of time viewing a computer monitor and operating a keyboard.* Work regularly requires speaking, hearing and utilizing a phone, calculator, cell phone, copier or fax machine.* Essential and supplemental functions may require maintaining physical condition necessary for sitting, walking or standing for prolonged periods of time, bending, stooping, and lifting and carrying items weighing up to 25 pounds.
