Job summary

Qualifications

• 8+ years of experience designing, developing, testing, and supporting healthcare interfaces using HL7 v2, FHIR, REST APIs, JSON, XML, data mapping, transformation, validation, troubleshooting, error handling, and healthcare data exchange.
• 5+ years designing secure web portals or portal-integrated services that retrieve and display healthcare data, including API integration, authentication, authorization, and production support.
• 3+ years implementing FHIR solutions on AWS or similar cloud platforms and integrating with FHIR servers and APIs.

Responsibilities

• Serve as a FHIR/HL7 development resource for the project and related assignments.
• Analyze user requirements, propose solutions, and perform cost/benefit analyses of alternatives.
• Write detailed descriptions of user needs, program functions, and steps to develop or modify software.

Description

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

The Department of Information Resources (DIR) requires the services of 1 Systems Analyst 3, hereafter referred to as Worker, who meets the general qualification of Systems Analyst 3 and the specifications outlined in this document for the above-named customer.

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

The selected contractor will serve as a FHIR/HL7 development resource for the project. The successful candidate may be considered for other similar assignments if authorized through the applicable procurement and contracting process.

CANDIDATE SKILLS AND QUALIFICATIONS

Years Required/Preferred Experience

8 Required Experience designing, developing, testing, and supporting healthcare interfaces using HL7 v2, FHIR, REST APIs, JSON, XML, data mapping, transformation, validation, troubleshooting, error handling, and healthcare data exchange.

5 Preferred Experience developing secure web portals or portal-integrated services that retrieve and display healthcare data, including API integration, authentication, authorization, role-based access control, secure coding, testing, and production support.

5 Preferred Experience with TypeScript, JavaScript, Python,

3 Preferred Strongly Preferred - Experience implementing FHIR solutions using US Core profiles, Electronic Case Reporting Implementation Guides, and other HL7 Implementation Guides.

3 Preferred Strongly Preferred - Experience integrating with or implementing FHIR servers, FHIR APIs, and related healthcare interoperability solutions.

3 Preferred Experience mapping, transforming, and validating healthcare data across HL7 v2, FHIR, and analytical data models.

3 Preferred Experience working with healthcare terminology standards, including SNOMED CT, LOINC, ICD-10, CVX, and RxNorm.
