Job summary

Nalley Consulting is seeking a Senior Joint Target Intelligence Analyst to support CYBERCOM at Fort Meade, MD. You will develop targets, create database records, and produce all-source assessments to inform plans and operations.

This role requires TS/SCI with CI poly, targeting certification, and extensive experience with joint targeting across DoD/IC. You will coordinate with DoD and IC partners and contribute to targeting workflows and BDA analysis.

Qualifications

• 12+ years of Target Analysis experience.
• Targeting education or training aligned with cyberspace operations.
• Experience with joint targeting within DoD/IC and related planning.

Responsibilities

• Develop targets and target systems.
• Create target nominations and update database records.
• Produce all-source analytic damage estimates and battle damage assessments.
• Conduct collateral damage estimation and target management.
• Provide recommendations for target prioritization to meet commander objectives.
• Assist with development of processes to facilitate target development per applicable CJCSI/JPM references.
• Coordinate intelligence and targeting efforts across DoD and IC.

Overview

Join the Nalley Consulting team as a Senior Joint Target Analyst in support of the CYBERCOM mission at Fort Meade, MD.

Position: Joint Target Intelligence Analyst
Experience level: Senior
Location: Fort Meade, MD

Clearance requirement: TS/SCI with CI poly; only candidates with current poly can be considered.
REQUIRED training: Targeting certification and experience required.

Qualifications

• 12+ years of Target Analysis experience
• Joint or Service Qualifying Targeting School (JTS, CTC, etc)
• Additional relevant experience at USCYBERCOM, CMF, other combatant command or component J2/JIOC or IC.
• Additional targeting, fires, planning, systems experience or education/training, particularly related to cyberspace operations.

Description

• Develop targets and target systems.
• Develop target nominations, create database records, and database target intelligence products.
• Produce all-source analytic damage estimates and battle damage assessments and assist with combat assessment requirements.
• Conduct collateral damage estimation, perform target list management, target strategy development, and provide joint target intelligence support to deliberate and dynamic target engagements.
• Provide recommendations for target prioritization to achieve commander objectives for plans and operations.
• Provide database nominations, create and update database and upload TMs into databases.
• Provide assistance in developing the processes and procedures to facilitate target development IAW CJCSI 3122.06C, CJCSI 3160.01A, CJCSI 3370.01A, CJCSM 3370.01, and CJCSM 3375.01, battle damage assessment (BDA) IAW CJCSM 3162.01, dynamic targeting IAW Joint Publication 3-60, and combat target enterprise management.
• Assist with long range planning and coordinate intelligence and targeting efforts across DoD and IC.

Other duties

• Assist in the production of target materials, BDA reports, and with the maintenance of target lists.
• Submit Requests for Information and intelligence report evaluations, produce target materials that include, but are not limited to, Target System Analysis (TSA), Electronic Target Folders (ETFs), target graphics, and Battle Damage Assessments (BDA).
• Use intelligence tools, including MIDB, NPW, and JTT.
• Use a wide range of research and analytic tools and techniques in order to conduct target systems analysis, target development, and BDA, and to provide recommendations government.
• Conduct staff functions, including creating, managing and coordinating responses to formal staff packages, responding to requests as subject matter experts, acting as subject matter experts during operational, planning, and combat targeting meetings, working groups, and Coordination Boards.
