Job summary

CMC Development & Construction is seeking a JOC Estimator to develop accurate, compliant, and competitive cost estimates within Job Order Contracting programs for public sector clients such as K-12, higher education, and healthcare facilities. The role covers site walks, scope development, UPB pricing, and audit-ready documentation.

You will work with clients and contractors to validate scope, apply coefficients, and ensure pricing aligns with contract terms, program guidelines, and procurement

Qualifications

• 3+ years of direct JOC program experience in construction or owner's rep.
• Proficiency with UPB pricing, coefficient models, and program compliance.
• Experience with public sector clients (K-12, higher ed, healthcare).
• Ability to read and interpret full architectural, structural, civil, and MEP docs.
• Strong attention to detail and audit-ready documentation.
• Excellent communication and stakeholder collaboration skills.
• Capacity to manage multiple estimates with tight deadlines.
• Knowledge of public procurement and government contracting.
• Integrity-first mindset aligned with company values.

Responsibilities

• Prepare detailed line-item estimates based on scope and site conditions.
• Apply UPB line items, coefficients, and adjustments per guidelines.
