Job summary

Systems Planning and Analysis, Inc. (SPA) in Norfolk, VA, seeks a Program Analyst for JISR&A Integration to deliver capability products under NATO governance. The role requires working onsite and applying through-life-cycle analysis across DOTMLPFI with senior-level stakeholders.

You will collaborate with NATO agencies and national and international partners, lead requirements elicitation and traceability, and support workshops and program reviews. Travel up to 40 days per year may be required.

Qualifications

• Master’s degree in Engineering/Information Systems/Aeronautics/Operations Research/Project Management/Business Administration or related field; or a Bachelor’s with 5+ years of relevant experience.
• 3+ years of briefing senior leaders and/or decision-makers within the last 10 years.
• 5+ years of operational experience in intelligence fusion and integration, multi-source/multi-domain intelligence at the Joint or Strategic level.
• 2+ years of Program/Project Management experience in a complex, dynamic environment with a focus on military capability development.
• Able to work fully onsite based on client needs and hold an active NATO or National Secret clearance.

Responsibilities

• Support the development and delivery of JISR&A capability products per NATO governance.
• Support through-life-cycle capability development within DOTMLPFI and liaison with ACT Directorate.
• Coordinate DOTMLPFI development, elicit and trace requirements; maintain program status in ACT environment.
• Collaborate with NATO Agencies and international partners; organize workshops, seminars, and meetings.
• Travel to meetings and conferences within and outside NATO boundaries for up to 40 days per year.
