Job summary

Leidos in Arlington, VA is seeking a Jira Developer/Administrator to configure Jira and Confluence, optimize workflows, implement automation, support data migrations, and enforce governance in highly collaborative, agile environments.

You will build dashboards, filters, and reporting; manage user access and security; perform backups, upgrades, and plugin management; and partner with stakeholders to align Jira processes with SAFe practices and AWS-enabled ecosystems.

Qualifications

• Bachelor’s degree plus 8+ years of Atlassian experience across federal and commercial environments.
• Active DoD TS/SCI security clearance.
• IAT Level II Certification.
• 3+ years administering Jira and Confluence in enterprise environments, including workflow design, automation, permissions management, and plugin administration.
• Experience designing custom dashboards, filters, and JQL queries.
• Experience performing system backups, re-indexes, and documenting SOPs.
• Experience Atlassian installations, upgrades, migrations, and environment consolidations.
• Experience integrating Atlassian tools with AWS environments.

Responsibilities

• Partner with stakeholders to align Jira processes with Agile methodologies and cross‑functional collaboration.
• Utilize Jira data for analytics, performance tracking, and incident management reporting.

The CESO program is seeking a Jira Developer / Administrator with extensive experience supporting self-hosted Atlassian environments. The ideal candidate will bring expertise configuring Jira and Confluence, optimizing workflows, implementing automation, supporting data migrations, and ensuring process governance in highly collaborative, agile‑driven environments.

This position is located in Arlington, VA and is 100% onsite.

Basic Qualifications

• Bachelor’s degree and 8+ years of relevant experience, including Atlassian experience across federal and commercial organizations. Additional experience may be considered in lieu of degree
• Active DoD TS/SCI security clearance
• IAT Level II Certification
• 3+ years administering Jira and Confluence in enterprise environments, including workflow design, automation, permissions management, and plugin administration.
• Experience designing custom dashboards, filters, and JQL queries.
• Experience performing system backups, audits, re-indexes, and documenting SOPs.
• Experience performing Atlassian installations, upgrades, migrations, and environment consolidations.
• Experience integrating Atlassian tools with AWS environments.
• Strong analytical, communication, and stakeholder‑engagement skills, including the ability to translate highly technical concepts for diverse audiences.
• Experience supporting agile delivery environments (Agile, SAFe).

Preferred Qualifications

• Advanced JQL experience.
• Experience supporting large federal programs and advising government stakeholders on Atlassian best practices.
• Experience monitoring Atlassian infrastructure hosted on AWS.
• Experience developing documentation, training content, and architecture diagrams for enterprise users.
• Experience with Active Directory administration.

Pay Range

Pay Range $107,900.00 - $195,050.00
