Job summary

The State of Illinois is seeking a Business Administrator for the Chicago VA Home to serve as a working supervisor, overseeing fiscal and inventory controls and contract administration. This role includes creating and monitoring the hospital budget and serving as back-up to purchasing.

Essential functions include supervising staff, managing bids and vendor communications, and ensuring GAAP reporting and property movement compliance within agency policies.

Qualifications

  • Requires three (3) years of progressively responsible administrative experience in accounting external auditing, budgetary planning and control or public accounting.

Responsibilities

  • Plans, develops, and administers the fiscal and inventory functions of the Home.
  • Serves as a full-line supervisor.
  • Develops the Home's operational budget.
  • Supervises the procurement of real property, equipment and supplies, the preparation of requisitions and bid proposals for purchases including the notifications to potential vendors to submit bids for items to be purchased.
  • Oversees the preparation of the Home's financial statements and reports including annual GAAP fund package preparation.
  • Supervises the movement of State property within the Division according to the State Property Control Act and Agency policies.

Position Overview

The Department of Veteran Affairs is seeking to hire a Business Administrator for the Chicago VA Home to serve as working supervisor. Responsible for assigning and reviewing work of subordinate staff. Serves as Contract Officer for the hospital, implements and monitors all aspects of the contractual services including creation of contracts and associated documents. Serves as back-up to purchasing. Assists in the development and execution of the hospital’s budget.

  • Supervises the movement of State property within the Division according to the State Property ControlAct and Agency policies.
  • Performs other duties as required or assigned which are reasonable withing the scope of the duties enumeratedabove.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires three (3) years of progressively responsible administrative experience in accounting external auditing,budgetary planning and control or public accounting.
Preferred Qualifications
  • Extensive knowledge of the fundamental principles of modern business administration.
  • Extensive knowledge of the functions of state government and the employing agency.
  • Three (3) years of experience contract establishment, contract monitoring and working within the Illinois ProcurementCode.
  • Three (3) years of professional experience with enterprise resource planning (ERP) software such as SAP, databasemanagement systems such as HANA, SAMS, or other compatible software.
  • Two (2) years of professional experience handling conflict resolution within staff, coworkers, vendors, and clients.
  • Two (2) years professional experience with Generally Accepted Accounting Principles.
  • One (1) year of experience with BidBuy or other procurement software.
  • One (1) year of experience conducting fiscal operations.

  • Requires ability to travel in the performance of job duties, with overnight stays as appropriate.
  • On-call and overtime are a condition of employment, and you may be required to work overtime including scheduled, unscheduled, or last-minute overtime, and may be required to work alternating weekends. This requires the ability to work evenings and weekends.
