Job summary

State of South Carolina is seeking a seasoned leader to manage planning, design, implementation, maintenance, and operation of agency telecommunications, network, wireless, security, and low-voltage infrastructure. You will supervise staff, coordinate with contractors, establish standards, and ensure compliance with codes and industry standards.

The role also oversees Wi‑Fi, access control, CCTV, and related systems.

Qualifications

• Bachelor's degree in communications, business administration, computer science, mathematics, statistics, MIS or related field and three (3) years of experience in telecommunications, data processing and/or information technology.
• Valid motor vehicle operator's license is required.

Responsibilities

• Provide management and technical leadership for planning, design, implementation, maintenance, and operation of agency telecommunications, network, wireless, physical security, and low-voltage infrastructure.
• Supervise staff responsible for installation, testing, troubleshooting, and maintenance; manage related projects; establish technical standards and procedures; coordinate with contractors, vendors, service providers, and other disciplines; ensure infrastructure meets agency requirements and standards.
• Plan and manage telecommunications and low-voltage projects from assessment to closeout; prepare scopes, drawings, specifications, schedules, and cost estimates; coordinate with stakeholders.
• Provide technical oversight of structured cabling, copper and fiber-optic systems, outside plant, network infrastructure, and related services; ensure installations and testing meet standards.
• Oversee statewide managed Wi-Fi services, including deployments, upgrades, performance monitoring, RF analysis, coverage assessments, and corrective actions; establish wireless standards.
• Provide oversight for design, implementation, and maintenance of access control, CCTV, video surveillance, and related physical security systems; assess site conditions and user requirements.
• Develop and maintain standards, procedures, and documentation for telecommunications and low-voltage infrastructure; review designs and documentation for compliance with agency requirements and standards.
