Duties and Responsibilities

  • **Collect, prepare, and analyze data for financial aid administration and student success; summarize findings and write reports to meet UHCC project requirements and/or federal, state, institutional reporting.
  • **Present data and analysis in a clear and concise manner allowing the audience to quickly understand the results and recommendations, and make data informed decisions.
  • **Evaluate and assess existing program functions and features, making necessary programming modifications and enhancing program functions and features as needed.
  • **Collaborate with ITS functional and technical staff in the development of software programs involving complex data exchange among multiple programs and/or requiring sophisticated program logic; develop reusable programming modules; develop test procedures; and review program documentation to ensure accuracy.
  • **Develop and document queries to extract data from relational databases; summarize, transform and format data for use in dashboards, data models and for reporting needs.
  • **Assess and evaluate capabilities and limitations of new and upcoming programming or scripting languages.
  • **Provide recommendations and critical review of reporting design, maintenance, and implementation, including operational considerations, based on customer requirements, operational experience, and technical knowledge.
  • **Provide technical support in a timely manner; identify the cause(s), research, assess, solve, and take action to prevent programming and/or system problems from recurring using available resources.
  • **Identify, analyze and interpret trends or patterns in complex data sets to provide answers to research questions as well as provide recommendations for action.
  • **Use advanced statistical techniques, graphs, infographics and other tools to visualize data; determine the best way to present the data and findings based on outcomes.
  • Keep abreast of trends in database systems and applications and change-management practices and tools.
  • Other duties as assigned.

Minimum Qualifications:

Education and Professional Work Experience:

  • Possession of a pertinent baccalaureate educational degree in Information & Computer Sciences (ICS), Information Technology or Management Information Systems (MIS), Mathematics, Statistics, Business Administration, or related field; and 0 year(s) of progressively responsible professional information technology experience with responsibilities for providing programming, technical support and/or data analysis; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Knowledge, Skills and Abilities:

  • Functional knowledge of data analysis and data modeling demonstrated by knowledge, understanding and ability to apply principles, concepts, methodology and terminology.
  • Functional knowledge and understanding of technology, systems, hardware and software associated with data analysis and data modeling.
  • Demonstrated ability to recognize problems, identify possible causes and resolve routine problems.
  • Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups team members and individuals.

Supplemental Minimum Qualifications:

  • Functional knowledge of Database Management Systems (DBMS) such as Oracle, MySQL, SQL Server or PostgreSQ.
  • Functional knowledge of and demonstrated ability in coding SQL and/or PL/SQL, PL/pgSQL.
  • Demonstrated ability to develop clean, structured programs and conduct thorough testing; define efficient retrieval programs for customized reports and ad hoc queries; and recognize problems, identify possible causes, and resolve routine problems.
  • Demonstrated ability to work cooperatively with supervisor, project staff, and other stakeholders in a team environment to accomplish tasks and meet deadlines.
  • Demonstrated ability to learn and apply new technologies and new programming languages independently and in a timely manner using books, manuals, and other resources.
  • Demonstrated ability to understand and apply information assurances to protect the University's data.
  • Demonstrated ability to understand and work within federal, state, and university policies and practices such as FERPA.
  • Ability to work outside of normal work hours which may include evenings, weekends and holidays.

Desirable Qualifications:

  • Knowledge or experience working in financial aid.
  • Knowledge or experience working with University of Hawaii students, course and/or financial aid data.
  • Knowledge or experience with Ellucian Banner Student Information System.
  • Experience in R, SAS, SPSS or other tools for statistical data analysis.
  • Experience with data visualization tools such as Tableau.
  • Ability to aggregate and disaggregate data using pivot table functions and use statistical software to create cross-tabulations for statistical analyses.
  • Strong analytical skills with the ability to see and interpret trends or patterns in large and complex data sets.
  • Ability to communicate complex data analysis in a simple, actionable and appropriate manner for the target audience.
