Duties
  • Perform complex systems analysis for major Automated Information Systems (AIS) projects, identifying and proposing solutions for errors and functional gaps in business system requirements.
  • Serve as the primary liaison between customers and development teams. Elicit, analyze, and translate business needs into technical requirements using methods such as interviews, workshops, prototyping, and on-site observation.
  • Evaluate customer change requests and legacy processes to identify opportunities for BPR, enhancing efficiency and maximizing the business value delivered by the Enterprise Business System (EBS).
  • Conduct level-of-effort and impact analyses for system fixes, enhancements, and change requests to inform project planning, budgeting, and implementation schedules.
  • Advise Project Managers on the selection, evaluation, and integration of Commercial-Off-The-Shelf (COTS) software to meet DLA mission requirements.
  • Collaborate with representatives from DLA, the Department of War (DoW), and military services during business planning sessions to ensure AIS solutions align with strategic objectives.

Qualifications

To qualify for an IT Specialist (SYSANALYSIS) your resume and supporting documentation must support:

  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • GS-09: In a developmental capacity. Assists project managers in documenting project risks and recommends risk mitigation measures to minimize impact of risks on project success. Identifies and defines system interface requirements with other ancillary automated information systems (AIS) that support agencies logistics business. Conducts and assists in all test phases to include assembly, component, system, regression, and user acceptance testing.
  • GS-11: In a developmental capacity. Identifies and proposes recommendations on omissions and errors in the business systems requirements. Works with key project stakeholders and business people to formulate and communicate the business requirements for the project. Conducts and/or participates in the research and investigation of technological developments that have the potential to improve the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications
  • GS-12: Negotiates with customers on requirements that are not feasible or cost-effective and recommends alternate approaches. Interprets and translates the approved detailed business requirement into a system Functional Specification that is used to design and develop the technical aspects of the system modification.
