This position analyzes systems, applications, infrastructure, interfaces, data, technical dependencies, and lifecycle considerations and translates technical findings into clear portfolio criteria, assessments, roadmaps, and decision-support products. This role supports technical analysis and process development rather than operating CISA systems or providing routine IT support.

Responsibilities
  • Analyze IT systems, applications, infrastructure, interfaces, data, technical dependencies, lifecycle status, and related acquisition information.
  • Support development of technical criteria and documentation associated with acquisition pathways and program decision points.
  • Help inventory and classify IT acquisition programs, contracts, systems, and investments using information collected from multiple Government repositories and sources.
  • Assess technical health, acquisition readiness, interoperability, cybersecurity, privacy, lifecycle considerations, dependencies, and implementation risks.
  • Support development of portfolio taxonomy and assessment criteria addressing technical health, program health, strategic alignment, business value, and acquisition readiness.
  • Translate technical findings into clear recommendations, process documentation, assessment results, briefings, and other decision-support materials.
  • Support development of the portfolio implementation roadmap and performance-management process by identifying technical dependencies, sequencing considerations, measures, data inputs, risks, and decision points.
  • Coordinate with business, process, requirements, project-management, and writing personnel to ensure technical information is accurate, consistent, traceable, and understandable.
  • Protect Government information and comply with applicable cybersecurity, privacy, records-management, access, and training requirements.
Qualifications / Requirements
  • Clearance: DHS/CISA High-Risk Public Trust eligible.
  • Education: Bachelor’s degree in information technology, information systems, computer science, systems engineering, cybersecurity, data management, engineering, or a related discipline, or an equivalent combination of education and experience.
  • Certifications: Preferred certifications include CompTIA Security+, CompTIA Network+, Certified in Cybersecurity, Information Technology Infrastructure Library Foundation, Certified Information Systems Auditor, Certified Information Security Manager, or a comparable IT, systems-engineering, cybersecurity, governance, or technology-management credential.
  • Experience:
    • Minimum of three years of relevant experience in IT systems analysis, systems engineering, enterprise technology, IT governance, technical program support, cybersecurity, data management, or technology lifecycle management.
    • Experience analyzing system capabilities, interfaces, dependencies, technical risks, lifecycle status, readiness, or performance information.
    • Ability to interpret technical documentation and translate complex technical information into clear findings, criteria, and recommendations for technical and nontechnical audiences.
    • Familiarity with federal acquisition, technology investment management, systems engineering, portfolio management, or Government IT environments is preferred.
    • Working knowledge of cybersecurity, privacy, information protection, and records-management considerations affecting Government systems and data.
    • Proficiency with Microsoft Word, Excel, PowerPoint, Teams, SharePoint, and Visio or comparable analytical and documentation tools.
    • Strong analytical, organizational, technical-writing, and interpersonal communication skills.
    • Ability to work effectively within a multidisciplinary, primarily remote team, and manage multiple assignments and deadlines.

Work Location: Primarily remote at contractor facilities, with occasional onsite support within the National Capital Region when requested.

Employment Type: Full-time, Salary-Exempt
