Job summary

RSC2, Inc. is seeking an Information Security Manager in Aberdeen, MD to drive IA/C&A activities, RMF accreditation, and security architecture for Army ISR platforms. The role requires DoD TS/SCI with CI, eMASS/XACTA proficiency, and extensive RMF/ATO experience.

You will coordinate with PMs, NSA, INSCOM, and other agencies, oversee security testing, and ensure continuous monitoring. A strong background in DoD regulations and SIGINT/GeoINT is highly valued.

Qualifications

• 7+ years of cybersecurity experience.
• Active DoD Top Secret/SCI clearance with CI poly.
• Trained in eMASS (SIPR) and XACTA (NSANet).
• Knowledge of DoD 8510.01, ICD 503, NIST 800-53/53A/37, CNSS 1253, NSA/CSSM 130-1, AR 380-5/25, ICD 705.
• Direct DoD AISR/SIGINT/GeoINT domain experience valued.
• Experience coordinating accreditation through RMF and ATO processes.

Responsibilities

• Coordinate and participate in accreditation meetings and working groups with PMs and military organizations.
• Support cybersecurity and system engineering test events.
• Track cybersecurity requirements (IAVA, FISMA, audits) through NSA/Army systems.
• Process documentation through XACTA/eMASS for Army ISR systems accreditation.
• Advise PM SAI on current cybersecurity requirements for fielded and prototype systems.
• Provide technical guidance on information security architecture.
• Support lab and development environment accreditations and cybersecurity duties.
• Track Command Cyber Readiness Inspection requirements for fielded systems.

Requirements

General Description:

Support defined Information Assurance (IA) and Certification and Accreditation (C&A) activities, to include IA C&A document development/review, System Vulnerability Assessments, Security Test and Evaluation (ST&E) planning, execution and data collection, test data reduction and analysis, and residual risk assessment reporting necessary to manage system accreditation. Guide SIPRNET and NSANet accreditation packages through the RMF process ensuring timely receipt of Authority To Operate (ATO) as well as track continuous monitoring of actions for all systems. Coordinate and participate in technical interchange meetings, configuration control boards and accreditation working groups. Provide technical guidance focused on information security architecture. Perform security research, analysis, and design for assigned client computing systems and the network infrastructure. Coordinate TSCIF actions across the PM-SAI portfolio. Interface with organizations such as PMs, NSA, INSCOM, PEO IEW&S, Unified Cross Domain Management Office, and other agencies as needed. Coordinate and track overall portfolio systems status, ensuring accurate reporting to higher commands and defusing any issues.

Responsibilities:

• Coordinate and participate in technical interchange meetings, configuration control boards and accreditation working groups with organizations such as PMs, SOCOM, INSCOM, PEO- IEW&S.
• Support cybersecurity and system engineering test events.
• Track IAVA, FISMA, Auditing and other cybersecurity requirements through NSA and Army reporting systems.
• Process cybersecurity documentation through XACTA/eMASS to support the accreditation of Army ISR aircraft and supporting systems.
• Advise PM SAI on current cybersecurity requirements for fielded and prototype systems.
• Provide technical guidance focused on information security architecture.
• Support lab and development environment accreditations and functional cybersecurity duties.
• Tracking Command Cyber Readiness Inspection requirements for fielded systems.

Qualifications/Requirements:

• Bachelor’s degree in Cybersecurity, Computer Engineering, or Computer Science, or closely related field.
• Requires 7+ years of Cybersecurity related experience.
• Certifications; o IAT Level II Baseline Certification.
• Active DoD Top Secret SCI Clearance with CI Poly.
• Trained and experienced in eMASS (SIPR), including active SIPR and eMASS accounts.
• Trained and experienced in Xacta (NSANet), including active NSANet SID and Xacta accounts.
• Knowledge and Experience with the following information security requirement documents/regulations: DoD 8510.01, ICD 503, NIST publication series (Series 800-53, 53A, 37 etc.), CNSS 1253, NSA/CSSM 130-1, AR 380-5, AR 25-2, ICD 705 as well as other applicable policies.
• Direct applicable knowledge and experience in DoD AISR systems. (Army Experience preferred)
• Direct applicable knowledge of DoD intel CONOPs, PED processes, and collection tools. (Army Experience preferred)
• Direct working experience with SIGINT (COMINT & ELINT) and GeoINT collection systems and data flows through the PED architecture.
