Occupational Summary

Reporting to the Senior Director of Supply Chain IT Sourcing, the IT Sourcing Manager is responsible for long‑term planning, strategy development, and leading continuous improvement of assigned IT spend categories. The position develops and implements IT sourcing strategies and standards across assigned categories to meet Duke University and Duke Health System needs by achieving high quality, reduced cost, and simplified procurement strategies.

Work Performed

Responsible for the negotiation and management of IT supplier contracts; serves as a leader, mentor, and coach to the sourcing team; supervises, develops, and monitors performance goals for team members; and plans, coordinates, and implements enterprise‑wide initiatives to inform the Duke community about sourcing activities, procedures, and impact. Specific responsibilities include:

  • Lead cross‑functional and multi‑departmental sourcing activities for assigned categories.
  • Serve as an IT category manager, planning and executing models to capture, manage, and control spend reductions for key IT investments.
  • Perform analysis on a wide range of IT commodities (software, SaaS, IaaS, PaaS, equipment, hardware, professional services).
  • Lead sourcing processes including RFI/RFPs, negotiations, and renegotiations; prepare market research, sourcing templates, spreadsheets, specifications, statements of work, and contracts.
  • Create evaluation models and assist stakeholders during formal, informal, and sole source solicitations.
  • Lead negotiations with the software industry and analyze complex licensing models for enterprise‑wide license agreements.
  • Develop sourcing plans, benchmark suppliers, and evaluate opportunities to improve quality, value, contract, price, and service.
  • Analyze business processes and identify opportunities to increase efficiency while reducing costs.
  • Stay current with technological advances and maintain knowledge of IT policies and procedures; develop best practices and share with the team.
  • Develop and maintain strong relationships with stakeholders at all levels.
  • Monitor and manage metrics associated with primary suppliers and their service levels.
  • Investigate opportunities for synergies and rationalization of legacy IT suppliers/systems.
  • Maintain a roadmap of category execution activities (sourcing, supplier management, demand management).
  • Execute procurement tasks to support on‑time project launches, delivering quality products while achieving cost targets.
  • Lead supplier performance reviews for IT projects during project closure phases.
  • Maintain close partnership with legal, regulatory, risk, information security, and finance to ensure compliance and favorable contractual terms.
  • Manage redline reviews of assigned IT agreements, ensuring inclusion of Duke standard terms and conditions.
  • Evaluate supplier performance through vendor spend reports and customer feedback; resolve issues and implement solutions to address negative performance.
  • Hire, supervise, and provide performance reviews for subordinates, including sourcing analysts.
  • Survey customers to assess processes and team performance, and benchmark other institutions for process improvement ideas.
  • Manage the team budget for activities.
Required Qualifications at this Level

Education / Training: Completion of a bachelor’s degree in Business Administration, Accounting, or a related field.

Experience: Five years of progressively responsible contract administration or procurement experience, or an equivalent combination of relevant education and experience.

Anticipated Pay Range

Annual base salary range: USD $62,694.00 to USD $107,633.00. Duke considers factors such as scope, responsibilities, experience, education, peer equity, and market conditions when making offers.
