Keystone Consulting, Inc. is seeking a senior-level project delivery professional in the Madison area to drive complex cross-functional initiatives.

You will lead the planning, implementation, modernization, and continuous improvement of business processes, information systems, data capabilities, and digital services. Responsibilities include governance and controls, budgeting and scheduling, stakeholder engagement, and staff mentoring.

Qualifications

• 10+ years of experience in project, program, product, and evaluation.
• Strong project controls and risk/issue resolution experience.
• Excellent stakeholder communication and cross-functional leadership.
• Experience coordinating internal teams, vendors, and partners.

Responsibilities

• Manage the complete project and product delivery life cycle from initiation to closure.
• Establish governance, delivery controls, escalation pathways, and metrics.
• Develop estimates and track scope, schedules, budgets, risks, and quality.
• Prepare status reports and executive-level implementation plans.
• Identify opportunities to improve processes, data practices, and service delivery.

Underthe general direction of the Project Delivery Unit Supervisor, this positionprovides senior-level project, program, product, and evaluation expertise forcomplex, cross-functional initiatives affecting our client. The positionsupports the planning, implementation, modernization, and continuousimprovement of business processes, information systems, data capabilities, anddigital services.

Additionalresponsibilities include:

• Managing the complete project and productdelivery life cycle, from evaluation and initiation through implementation,operational transition, and closure.
• Establishing and maintaining governance,delivery controls, escalation pathways, decision-making processes, andperformance measures.
• Developing estimates and tracking scope,schedules, budgets, resources, deliverables, risks, dependencies, quality, andoutcomes.
• Preparing and presenting clear status reports,recommendations, decision materials, implementation plans, and executive-levelcommunications.
• Identifying opportunities to improveorganizational processes, systems, data practices, reporting capabilities, andservice delivery.
• Developing, implementing, evaluating, andcontinuously improving standards, policies, procedures, templates, tools, andpractices.
• Coordinating internal staff, vendors,contractors, and external partners to ensure accountability and alignment withorganizational objectives.

Requirements

TopRequired Skills & Years of Experience (10+ Years):

• Softwareimplementation and rollout management, including deployment planning,readiness, testing, and transition to operations.
• Strong projectcontrols, including integrated planning, dependency management, risk and issueresolution, and clear status reporting.
• Stakeholdercommunication and coordination, including communicating impacts, decisions, andprogress to both leadership and affected groups.
• Cross-functionalleadership, with the ability to align internal teams, vendors, and subjectmatter experts and move decisions forward.

Niceto Have Skills:

• Experiencewith organizational change management, including communications planning,training coordination, and adoption readiness.
• Experiencemanaging vendor-delivered software or large public-sector implementations.
• PMPcertification or equivalent project management training.
• A bachelor’sdegree in project management, business, information technology, publicadministration, or a related field is preferred. Equivalent education and substantial experience leading complex software implementations would also be considered.
  

Hourly rate for 1099: $83.00

Hourly rate forW2: $59.00
