Job summary

General Dynamics - IT is seeking an experienced Program Manager to oversee large, mission-critical IT programs supporting Intelligence Community customers. You will manage cross-functional teams, align technical work with budgets, and drive delivery milestones in a fast-paced environment.

The role requires a TS/SCI clearance with poly and a track record of program profitability, client communications, and risk management across complex IT systems.

Qualifications

• Ten (10) total years of IT experience.
• Six (6) years of mission IT experience supporting Intelligence Community (IC) programs.
• Four (4) years of program management experience.
• Two (2) years of experience maintaining active communications with the Customer.
• Active Security TS/SCI with poly clearance.

Responsibilities

• Oversee successful completion of all tasks in assigned program areas, including technical work, financials and business development.
• Supervise technical and administrative staff, including subordinate supervisors, and handle hiring and performance evaluations.
• Ensure profitability and revenue growth of assigned programs.
• Assure quality of program products, services and deliverables, including participating in reviews and site visits.
• Perform program financial management, including budget, cost quotes, cost management and profit enhancement.
• Coordinate and monitor subcontractor activities and deliverables.
• Develop, review and approve program plans, schedules and consulting agreements.
• Prepare and present reports and technical reviews to senior management.
• Ensure compliance with corporate and government policies and standards.

Key responsibilities:

• Manages and is responsible for the successful completion of all tasks in assigned program areas including technical work, financial and business development activities.

• Performs business development activities at all stages, including the preparation and review of technical and cost proposals.
• Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement.
• Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.
• Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.
• Prepares and provides various reports and technical reviews to senior management as requested.
• Ensures compliance with relevant corporate and government policies and standards.

WHAT YOU’LL NEED TO SUCCEED:

Required Experience:

• Ten (10) total years of IT experience
• Six (6) years of mission IT experience supporting Intelligence Community (IC) programs encompassing multiple disciplines (for example: System Engineering, Network Engineering, Client Server, Service Operations, Security, and/or Voice Video & Cloud)
• Four (4) years of program management experience managing complex programs in an operational environment.
• Two (2) years of experience maintaining active communications with the Customer and keeping the Customer informed of significant issues, risks, and accomplishments as they occur.
• Active Security TS/SCI with poly clearance

Desired qualifications:

• Certified Program Management Professional (PMP) or equivalent certification.
• One (1) year of experience as a Program Manager on an IT services contract with IC Sponsor.
• Two (2) years PM experience with IT program in a fast-paced operational environment.
