Job summary

Intone Inc. is seeking an IT Program Manager for a six-month remote contract with the state government.

You will oversee multiple IT and business solution projects, manage enterprise infrastructure initiatives, and advance project management practices across the organization. The role requires leadership in infrastructure, cloud deployments (Azure/AWS), disaster recovery, and cybersecurity within regulated environments.

Responsibilities

• Manage and coordinate multiple IT and business solution projects with agency executives and stakeholders.
• Direct development of project planning documents including cost, schedule, scope, quality, risk, and staffing plans.
• Create and execute project work plans and adjust to changing requirements.
• Review deliverables for completeness and proper archiving.
• Set client expectations and improve customer satisfaction.
• Facilitate client meetings and report progress to senior management.
• Focus on federal and state mandated project planning and governance.
• Develop and enforce the state's project management methodology.
• Manage enterprise projects with scope planning, verification, and change control.
• Define timelines, phases, and staff assignments from initiation to completion.
• Develop resource estimates and cost projections, and manage budgets.
• Ensure quality control during project execution and staff development.
• Prepare regular reports for senior management and stakeholders.
• Identify risks and implement risk response controls.
• Closeout activities and project completion reporting.
• Promote project management best practices through training and mentoring.

Job description

This is a six-month contract role for an IT Program Manager, based remotely and reporting to a state government office of information technology. You will oversee multiple concurrent IT and business solution projects serving agency executives and service delivery organizations, manage enterprise infrastructure initiatives, and advance project management practices across the organization.

Responsibilities

• Manage and coordinate multiple IT and business solution projects with agency executives and product delivery stakeholders, applying project management methodologies and enforcing project standards (40% of role)
• Direct development and implementation of project planning documents, including cost management, schedule management, scope management, quality management, risk management, communication, change management, implementation, procurement, and staffing plans
• Create and execute project work plans, revising as needed to meet changing requirements
• Review deliverables to ensure project documents are complete, current, and properly archived
• Set and manage client expectations while working to increase customer satisfaction
• Facilitate client meetings and communicate relevant project information to senior management
• Focus on strategic planning of federal and state mandated projects
• Develop and implement policies relating to project management
• Manage enterprise projects for the Office of Information Technology (45% of role), including scope planning, definition, verification, and change control
• Define project timelines, phases, and staff assignments from project initiation through completion
• Manage activity definition, sequencing, duration estimation, schedule development, and schedule control
• Develop resource estimates and cost projections
• Develop and control project budgets
• Ensure quality control throughout project execution
• Oversee staff acquisition and team development
• Prepare regular reports for senior management and stakeholders
• Identify risks and implement risk response controls
• Prepare all closeout activities upon project completion
• Promote project management best practices across the state through training, certification, mentoring, and guideline development (10% of role)
• Develop, maintain, and promote the state's project management methodology
• Work with Statewide IT Policy to write, implement, and monitor project management policies
• Attend senior staff meetings and provide presentations to public and private groups

Qualifications

• Required
  • Leadership experience managing infrastructure-centric initiatives, including server migrations, end-of-life remediation, and data center consolidation
  • Infrastructure domain knowledge
  • Proficiency in overseeing Azure or AWS deployments, facilitating cloud migrations, and directing Microsoft 365 service projects, including Exchange
  • Established capability in managing disaster recovery efforts and related projects within hybrid and cloud environments
  • Specialized project management experience in IT and cybersecurity with emphasis on information security, risk management, and regulatory compliance
  • Proven success working within large-scale, complex, matrixed, and highly regulated organizations governed by IT policies and standards
  • Advanced proficiency in Waterfall, Agile, and Hybrid project management methodologies
  • Extensive experience with MS Office suite
  • PMP Certification
