Qualifications

  • PMP certification is required.
  • 7+ years of progressive IT project/program leadership experience.
  • Experience managing a Federal Government IT services contract.
  • Demonstrated ability to manage schedules, budgets, resources, risks, and deliverables.
  • Broad understanding of enterprise IT environments including cloud, cybersecurity, and ITSM.
  • Experience working with cross-functional technical and business teams.

Responsibilities

  • Lead planning, execution, and delivery of multiple IT projects and initiatives.
  • Build relationships with Government customers, stakeholders, and leadership.
  • Address program challenges and identify opportunities to improve service delivery.
  • Develop and maintain project plans, schedules, budgets, milestones and metrics.
  • Manage scope, risks, issues, dependencies, and change requests.
  • Coordinate activities across technical teams, vendors, and leadership.
  • Monitor program performance and provide status reports and executive briefings.
  • Ensure projects are completed on time, within budget, and to requirements and quality standards.
  • Lead project meetings and technical coordination activities.
  • Mentor project managers and other resources as applicable.
  • Support IT modernization, cloud initiatives, cybersecurity, and infrastructure upgrades.
  • Ensure compliance with IT policies and project management standards.
  • Identify opportunities to improve IT processes and operations.
  • Manage vendor performance and ensure contractual deliverables.

Job description

mPower is looking for a well-rounded IT Program Manager to join our team. The IT Program Manager will be responsible for leading and coordinating complex IT programs and projects from planning through implementation. This role provides oversight of project scope, schedules, budgets, resources, risks, and deliverables while ensuring technology initiatives align with organizational and client objectives. The ideal candidate is an experienced IT leader with strong project management expertise, technical knowledge, and the ability to manage multiple priorities and cross-functional teams.

Job Responsibilities:
  • Lead the planning, execution, and delivery of multiple concurrent IT projects and initiatives.
  • Build and maintain strong relationships with Government customers, stakeholders, technical teams, and corporate leadership.
  • Anticipate customer needs, proactively address program challenges, and identify opportunities to enhance service delivery and mission outcomes.
  • Develop and maintain project plans, schedules, budgets, milestones, and performance metrics.
  • Manage project scope, risks, issues, dependencies, and change requests.
  • Coordinate activities across technical teams, business stakeholders, vendors, and leadership.
  • Monitor program performance and provide regular status reports, dashboards, and executive-level briefings.
  • Ensure projects are completed on time, within budget, and in accordance with established requirements and quality standards.
  • Lead project meetings, stakeholder discussions, and technical coordination activities.
  • Manage and mentor project managers, technical leads, and other program resources as applicable.
  • Support IT modernization, system implementations, cloud initiatives, infrastructure upgrades, cybersecurity, and other technology projects.
  • Ensure compliance with organizational IT policies, security requirements, and project management standards.
  • Identify opportunities to improve IT processes, service delivery, and operational efficiency.
  • Manage vendor and contractor performance and ensure contractual deliverables are met.
Required Qualifications:
  • Bachelor's degree in Information Technology, Computer Science, Information Systems, Business, Project Management, or a related field.
  • Project Management Professional (PMP) certification required.
  • 7+ years of progressive experience managing IT projects or programs, including experience leading complex technical initiatives and cross-functional teams.
  • Experience managing a Federal Government IT services contract.
  • Demonstrated experience managing project schedules, budgets, resources, risks, and deliverables.
  • Broad understanding of enterprise IT environments, including infrastructure, applications, cloud technologies, cybersecurity, and IT service management.
  • Experience working with cross-functional technical and business teams.
  • Strong leadership, communication, problem-solving, and stakeholder management skills.
  • Experience with project management tools such as Microsoft Project, Jira, Azure DevOps, ServiceNow, or similar platforms.
Preferred Qualifications:
  • Knowledge of Agile, Scrum, Waterfall, and hybrid project management methodologies.
  • Experience supporting IT modernization, infrastructure, or enterprise application initiatives.
  • Experience developing executive-level reports, presentations, project dashboards, and performance metrics.
  • CompTIA Security+
  • CompTIA Network+ and/or A+
  • ITIL Foundation or higher
  • Certified ScrumMaster (CSM) or other Agile/Scrum certification

$115,000 - $130,000 a year
