Duties and Responsibilities
PLAN AND ORGANIZE
- Serves as the senior subject matter expert and advisor to the Vice Provost for Enrollment Management on enterprise student systems, systems integration, technology strategy, and institutional business process alignment.
- Provides strategic oversight, coordination, and stewardship of enterprise systems supporting enrollment management and student success at the UH Manoa campus.
- Develops and maintains long-range systems strategies that align Office of Enrollment Management technology capabilities with institutional priorities and operational needs.
- Identifies emerging institutional needs, systems risks, operational inefficiencies, and opportunities for improvement and develops recommendations that support long-term institutional objectives in enrollment management.
- Coordinates organization of and discussion with campus stakeholders, technical teams, functional offices, and administrative leadership regarding enterprise systems, business processes, operational requirements, and institutional priorities within the Office of Enrollment Management.
- Prepares implementation plans and identifies major tasks, milestones, dependencies, and resource requirements associated with Office of Enrollment Management enterprise systems initiatives.
- Serves on task forces, committees, governance groups, and special projects representing Enrollment Management and providing expertise regarding enterprise systems and institutional process integration.
MANAGE, DIRECT, DEVELOP, AND COORDINATE
- Directs, leads, develops, and executes initiatives that enhance the student experience and improve institutional effectiveness in enrollment management through the strategic use of enterprise technologies and integrated business processes.
- Identifies, recommends, and facilitates solutions that reduce barriers to student enrollment, persistence, progression, and graduation.
- Serves as the primary liaison between Enrollment Management, Information Technology Services (ITS), UH System stakeholders, vendors, and campus leadership regarding enterprise enrollment management systems initiatives, priorities, requirements, and enhancements.
- Provides strategic oversight and coordination for the integration and alignment of enterprise platforms supporting enrollment management, student success, curriculum management, advising, reporting, communications, and institutional planning.
- Sets strategic and operational priorities for Enrollment Management Information Technology initiatives in alignment with institutional goals and enterprise technology strategies.
- Directs and leads the planning, development, implementation, and continuous improvement of new Enrollment Management initiatives and supporting technologies.
- Directs, manages, motivates, utilizes, and supervises Enrollment Management Information Technology personnel and UH student employees.
- Serves as mentor and professional resource for subordinate staff by providing guidance, development opportunities, performance feedback, and challenging assignments.
- Establishes team development procedures, methodologies, standards, and guidelines to promote operational effectiveness, consistency, innovation, and sustainability.
- Develops recommendations regarding systems governance practices, operational standards, business processes, and institutional guardrails that promote consistency, compliance, and effective service delivery.
- Makes decisions regarding the application and modification of existing and emerging technologies, systems hardware, software, integrations, and business processes that significantly impact Enrollment Management operations and campus stakeholders.
- Defines project roles and responsibilities; establishes priorities; allocates resources; and adjusts project plans in response to changing institutional needs and operational requirements.
- Defines project scope, objectives, deliverables, timelines, and implementation strategies; develops recommendations regarding business process improvements, service enhancements, and customer experience improvements.
- Coordinates and assists ITS with proof-of-concept evaluations, testing activities, implementation planning, and adoption of enterprise technologies targeted for use by Enrollment Management and other institutional stakeholders.
- Coordinates and assists ITS with enterprise system upgrades, testing, validation, implementation, and change management activities associated with systems such as Banner, reporting environments, document management platforms, and related enterprise applications.
- Communicates directly with stakeholders to identify, evaluate, and resolve complex systems issues and serves as liaison among technical teams, functional offices, and institutional leadership.
SYSTEMS ANALYSIS, REQUIREMENTS DEFINITION, CONCEPTUAL AND DETAILED DESIGN
- Analyzes complex institutional requirements and evaluates the operational, fiscal, compliance, academic, and student-success impacts of proposed systems changes, enhancements, and initiatives.
- Formulates and defines overall system scope, design, functionality, and integration requirements; gathers and analyzes complex user, operational, and institutional requirements; and develops effective and sustainable solutions.
- Evaluates business processes and recommends process redesign, systems integration, automation, and service improvement opportunities.
- Determines technical feasibility of proposed system modifications, enhancements, integrations, and implementation approaches.
- Develops recommendations and solutions to unprecedented and highly complex systems issues requiring consideration of multiple institutional priorities and competing interests.
- Develops standards and methodologies that promote efficiency, consistency, maintainability, and effective use of institutional resources.
- Develops software testing procedures; designs and coordinates system testing; evaluates test results; determines operational readiness; and oversees quality assurance activities.
- Evaluates emerging technologies, industry trends, and evolving institutional needs and develops recommendations regarding adoption, modernization, and long-term systems sustainability.
- Provides expert analysis and recommendations supporting enrollment management, financial aid administration, reporting, and student success initiatives.
- Continuously monitor and lead initiatives to enhance system reliability, security, and operational efficiency. Supervise and mentor IT staff to assure that administrative directives and industry best practices are understood and followed.
- Follows and implements directives and guidance related to best practices from University of Hawai'i System Information Technology Services.
- Ensures the consistent adoption, implementation, and enforcement of recommendations issued through University of Hawai'i System Information Technology Services.
- Keeps abreast of recommendations issued through University of Hawai'i System Information Technology Services and takes timely action as needed.

Minimum Qualifications
- Possession of a pertinent baccalaureate educational degree in Management Information Systems, Information and Computer Science (ICS), Information Systems, Business Analytics, Data Analytics, Public Administration, Higher Education Administration, or a related field, and seven (7) years of progressively responsible professional experience involving systems analysis, enterprise systems integration, business process improvement, enterprise applications, information technology leadership, data and reporting environments, or implementation and support of complex institutional systems, of which two (2) years of the experience must have been comparable in scope and complexity to the next lower pay band in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging information technology concepts, principles and methodologies of systems analysis, design, and implementation.
- Comprehensive knowledge and understanding of a wide range of interactive and integrated technology, systems, hardware and software associated with systems analysis, design, and implementation.
- Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches.
- Proven ability to comprehend, interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.
- Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.

- Comprehensive knowledge and demonstrated ability in one or more Database Management Systems (DBMS) such as Oracle, SQL Server, PostgreSQL, MySQL, or comparable enterprise database environments.
- Comprehensive knowledge and demonstrated ability in systems development, systems integration, business process analysis, project implementation methodologies, and related techniques.
- Comprehensive knowledge of enterprise student information systems, enterprise resource planning (ERP) systems, customer relationship management (CRM) systems, or comparable institutional platforms.
- Strong understanding of IT service management, cybersecurity principles, risk management, and compliance requirements. Demonstrated experience implementing and maintaining IT best practices, standards, and governance.
- Ability to work a variable work schedule and work outside normally scheduled work hours including day, night, weekend, and/or holiday hours, as directed.
Desirable Qualifications
- Considerable working knowledge of enterprise student information systems in large public post-secondary institutions or comparable organizations.
- Considerable working knowledge of Banner, DegreeWorks, Salesforce, EAB Navigate, Acalog, Curriculog, or comparable higher education enterprise platforms.
- Considerable working knowledge of data reporting, analytics, business intelligence, and institutional decision-support environments.
- Considerable working knowledge of state and federal rules, regulations, practices, policies, and procedures relating to confidentiality of student records, including the Family Educational Rights and Privacy Act (FERPA) of 1974.
- Considerable working knowledge of financial aid systems, student records systems, enrollment management operations, or related higher education administrative functions.
- Demonstrated ability to lead complex cross-functional initiatives involving multiple stakeholders, business units, and technology platforms.
