Job summary

ICF is seeking a team lead to oversee the NIH IT Governance workstream, reporting to the Program Manager. The role balances tactical delivery with strategic growth and requires attendance at in-person meetings in Bethesda, MD when needed.

Based in the Washington, DC metropolitan area, you will guide staff, manage deliverables, and advise senior government stakeholders while coordinating across OCIO functional areas to deliver integrated solutions.

Qualifications

• Bachelor’s degree and a minimum of 5 years of relevant professional experience.
• NIH experience strongly preferred.
• Strong federal IT governance and IT portfolio management experience, including governance structures, decision rights, CPIC, and investment oversight.
• Demonstrated experience leading federal consulting teams and advising senior government stakeholders.
• Proven ability to balance hands-on delivery management with strategic planning and executive-level advisory support.
• Strong communication, collaboration, analytical, and problem-solving skills; ability to operate independently in a complex environment.
• Experience supporting federal business development and account growth preferred.

Responsibilities

• Lead day-to-day activities, staff assignments, priorities, schedules, and deliverables, ensuring accountability and timely execution.
• Review deliverables, executive briefings, governance materials, and strategic products to ensure accuracy, quality, and alignment with client expectations.
• Partner with the Program Manager to shape overarching contract strategy, translate NIH OCIO priorities into actionable plans, and provide forward-looking recommendations to federal leadership.
• Collaborate with fellow workstream leads to align priorities, identify dependencies, connect related initiatives, and develop integrated solutions across OCIO functional areas.
• Anticipate emerging client needs, evaluate downstream implications of decisions, identify opportunities for improvement, and proactively recommend next steps.
• Identify capability gaps and growth opportunities; support account strategy, recompete positioning, solution development, and potential teaming approaches.
