Job description

iVision Consulting is seeking an experienced Program Management Lead to strengthen execution of an enterprise-wide IT centralization initiative at the National Institutes of Health (NIH). This senior leader will work alongside the Program Manager and Deputy Program Manager to help the team translate program priorities into coordinated action, maintain delivery discipline, and achieve successful outcomes across multiple parallel workstreams.

The initiative encompasses the consolidation of commodity IT services across NIH, with initial workstreams focused on network, infrastructure, and help desk services. The role will support execution across additional commodity IT workstreams as the initiative progresses.

This position serves as a senior delivery advisor, mentor, and working leader for a multidisciplinary team of more than 20 project managers, business analysts, technical leads, and other professionals. The successful candidate will coach team members, improve planning and coordination, resolve delivery obstacles, and help program leadership identify and address execution gaps.

Candidate must be a U.S. Citizen and be able to obtain a Public Trust. This is a hybrid position and is required to be onsite 2-3 days per week in Bethesda, Maryland.

What You Will Do:
Program Execution and Delivery Support
  • Partner with the Program Manager and Deputy Program Manager to translate strategic direction into clear priorities, workstream plans, milestones, responsibilities, and measurable outcomes.
  • Review workstream execution to identify gaps in planning, ownership, coordination, resources, or follow-through, and help teams implement corrective actions.
  • Strengthen integrated planning across parallel workstreams, ensuring dependencies, critical paths, decision points, and transition requirements are understood and actively managed.
  • Help teams develop realistic schedules and commitments that reflect technical complexity, stakeholder readiness, and operational constraints.
  • Maintain visibility into progress and ensure unresolved actions, decisions, and dependencies reach the appropriate leadership level.
Team Mentoring and Development
  • Provide hands‑on coaching and mentoring to project managers, business analysts, technical leads, and other team members.
  • Help team members strengthen project planning, meeting facilitation, requirements management, stakeholder engagement, risk management, and executive communication.
  • Establish clear expectations for deliverable quality, accountability, timely escalation, and completion of commitments in coordination with program leadership.
  • Review key plans, analyses, presentations, and status reports, providing actionable feedback before leadership or customer review.
  • Help less‑experienced staff navigate ambiguity, competing priorities, difficult stakeholder conversations, and accelerated deadlines.
  • Encourage collaboration and knowledge sharing across workstreams so that lessons learned improve execution throughout the program.
Governance and Execution Discipline
  • Work with program leadership to establish and refine practical governance, reporting, and management practices appropriate to the initiative.
  • Facilitate delivery reviews that surface meaningful issues, drive decisions, and result in clear actions and accountable owners.
  • Improve consistency across schedules, status reporting, risk and issue registers, decision logs, and action tracking.
  • Validate reported progress against completed work, acceptance criteria, and evidence of readiness.
  • Help define useful performance measures and dashboards that give leadership an accurate view of delivery health.
  • Identify opportunities to simplify processes and reduce administrative burden while maintaining effective oversight.
Stakeholder Engagement and Executive Communication
  • Support the Program Manager and Deputy Program Manager in preparing executive briefings, steering committee materials, and decision requests.
  • Translate complex delivery challenges into clear explanations of business impact, available options, recommended actions, and decisions needed.
  • Facilitate discussions among central IT, NIH Institutes and Centers, technical teams, and other stakeholders to resolve execution barriers.
  • Help team members prepare for and lead productive customer meetings, including setting objectives, anticipating questions, and documenting outcomes.
  • Build effective working relationships across organizational boundaries and help teams manage conflicting priorities constructively.
  • Represent program leadership in designated meetings and follow through on resulting commitments.
Risk, Readiness, and Resource Coordination
  • Help teams identify and manage risks involving service continuity, transition readiness, technical dependencies, staffing, vendor coordination, and organizational adoption.
  • Ensure risks and issues have clear owners, mitigation actions, escalation paths, and resolution dates.
  • Work with technical architects and workstream leads to incorporate technical findings into schedules, readiness assessments, and transition plans.
  • Help assess whether transferring and receiving organizations are prepared for service handoffs, including staffing, documentation, training, and support arrangements.
  • Support program leadership in evaluating workload, resource capacity, competing demands, and the delivery implications of scope or schedule changes.
  • Provide inputs to budget and resource discussions by identifying execution needs, emerging constraints, and potential corrective actions.
What You Need
  • At least 15 years of progressive experience in IT program management, enterprise transformation, or complex technology delivery, including substantial experience in a senior leadership or delivery oversight role.
  • Demonstrated experience supporting or leading a large-scale IT centralization, consolidation, shared services, or comparable enterprise transformation initiative.
  • Experience guiding multidisciplinary teams of project managers, business analysts, technical leads, and other delivery professionals across multiple concurrent workstreams.
  • Proven ability to mentor team members and improve the quality of planning, communication, accountability, and execution.
  • Strong command of integrated planning, dependency management, critical path analysis, risk and issue management, governance, and delivery reporting.
  • Demonstrated ability to diagnose troubled workstreams and help teams implement practical recovery plans.
  • Experience advising and working alongside senior program leadership while maintaining clear decision authority and team responsibilities.
  • Strong executive communication skills, including the ability to present delivery status, risks, options, and recommendations clearly and concisely.
  • Ability to facilitate difficult discussions, resolve competing priorities, and build alignment across organizational boundaries.
  • Sufficient technical fluency to understand enterprise IT services, challenge assumptions, and connect technical dependencies to program delivery.
  • Experience delivering under accelerated timelines and in environments with incomplete information or evolving requirements.
  • Bachelor’s degree in business, information technology, management, engineering, or a related field, or an equivalent combination of education and relevant experience.
  • U.S. citizenship and the ability to obtain and maintain a Public Trust.
Nice To Have:
  • Experience supporting NIH, HHS, another large federal agency, or a similarly decentralized enterprise.
  • Experience with commodity IT consolidation across infrastructure, networking, cloud, end‑user services, collaboration platforms, identity services, or IT service management.
  • Experience coaching teams with a mix of senior and junior professionals.
  • Experience coordinating technical transition activities with organizational change management, communications, training, and operational readiness.
  • Experience working in a consulting environment with government stakeholders, multiple contractors, and shared delivery responsibilities.
  • PMP, PgMP, or a comparable program or project management certification.
