This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA-JOINT SERVICE PROVIDER (JP9P).

Help

Duties

  • Provides technical support for secure development tasks, including the review of work products for correctness, adherence to the design concept, user requirements, and DOD standards.
  • Reviews and recommends information security (INFOSEC) solutions to enclave problems based on an understanding of how products and services interrelate and support the INFOSEC and Joint Provider PFPA (JPP) missions.
  • Coordinates with DISA Headquarters to provide expert security and technical advice on unique Joint Provider PFPA (JPP) configurations and identify problem areas in their implementation plans.
  • Prepares written reports, position papers, status reports, briefings, messages, and other correspondence related to PFPA’s security posture.
  • Monitors and responds to network intrusion incidents. Directly reports network intrusions to the appropriate authorities. Monitors security auditing in accordance with DOD policy to ensure protection of the site security posture.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Position is subjected to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months and any future Cybersecurity Workforce.
  • This position has been designated as Mission Essential.
  • This position has been designed for shift work and 10% travel.
  • Valid driver's license required.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements

Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards

Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs

Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience

Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions

Qualifying Experience

To qualify at the IT CYBERSECURITY SPECIALIST (INFOSEC) GG-2210-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience in the implementation and life-cycle management processes and modernization of office automation system/support to review, analyze, and resolve information management system problems.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for the qualifying experienceat the GG-13 grade level

Additional Information

  • Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level. PPP Application Based Preference Eligibles (Military Reserve and National Guard technicians, Military Reserve and National Guard technicians receiving disability retirement, and Retained Grade employees) will receive priority consideration at the full performance level only.
  • For grades below the full performance level, only MSP/PPP eligible candidates who currently occupy a formal training program position will be entitled to exercise their priority preference.
  • Because this position is in the Cyber Excepted Service, Veterans' Preference will be applied to preference eligible candidates, as defined by Section 2108 of the Title 5 U.S.C. in accordance with the procedures provided in DoD Instruction 1400.25, Volume 3005, "CES Employment and Placement." If you are a veteran claiming veteran's preference, as defined by Section 2108 of Title 5 U.S.C., you must submit documents verifying your eligibility with your application package.

  • This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
  • This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
  • Salary range includes a Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and Department of Defense Instruction (DoDI) 1400.25, Volume 3006.
  • A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • Telework availability will be based upon the mission requirements and supervisory determination
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
  • We may use this announcement to fill additional vacancies within 90 days of the closing date.

  • Recruitment, relocation, or retention incentives MAY be authorized.
  • This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
  • This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.
  • Employee is subject to recall or call back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management.
  • The Department of Defense (DoD) policy on employment of annuitants issued March 18, 2004 will be used in determining eligibility of annuitants. It applies to former Federal civilian employees receiving a retirement annuity from the Civil Service Retirement and Disability Fund that are hired within the DoD on or after November 24, 2003. The policy also applies to annuitants (appointed in DoD on/or after November 24, 2003) who move from one position to another within DoD through voluntary reassignment, promotion, change to lower grade or transfer between military departments.
