Job description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA Host and Compute, Joint Warfighting Cloud Capability Division.

Duties

  • Engages with stakeholders to understand mission needs and support or guide successful use of cloud resources and services.
  • Plans, organizes, develops, and implement security solutions; and performs studies, analyses and evaluations of the information systems, associated information assurance plans, programs, projects, networks, policies, and procedures.
  • Monitors acquisition and budget execution to ensure cost, schedule and performance requirements are in compliance.
  • Oversees multiple projects executed by the Engineering team and provides technical guidance to assure optimal security postures are achieved for services and solutions.
  • Plans projects and directs work, applies knowledge of engineering, computer science, communications techniques, analytical disciplines and techniques for new theories or methodologies to improve Cloud domains.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Acquisition certification in the Engineering and Technical Management Functional Area at the Practitioner Functional Tier within 36 months of entry into this position is required.
  • This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
  • This position requires a Top Secret security clearance (TS).
  • This is a drug test designated position.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Qualifying Experience:
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as experience providing technical advice and guidance for analysis, design, development, deployment, configuration or evaluation of secure cloud architectures at all classification levels and developing new methods, procedures, techniques, and approaches to ensure consideration of security criteria, guidance, and methodology are applied to cloud capabilities.

Contracting Foundational/Professional: Selectee must have their Contracting Professional Certification (or be eligible for certification within 36 months of appointment) in the DAWIA Contracting Functional Area. Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 36 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.
