About Oregon Eligibility Partnership

The Oregon Eligibility Partnership (OEP) is the dedicated program for ensuring coordinated responsibility occurs in determining timely eligibility benefits for Oregonians seeking supports related to health, food security, employment, and cash benefits. The intent of this program is to shift Oregon from a programmatically siloed state to an eligibility process that moves beyond integration and equality, to focus on equity of services and providing timely, accurate, and necessary eligibility determinations, referring individuals who are denied or approved to the appropriate ongoing services in a more person-centered way. This primary focus of this program is making eligibility determinations for medical programs, Supplemental Nutritional Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), and Employment Related Day Care (ERDC) while following the principles of Oregonian focused, Customer Service, Equity and Inclusion, Standardization, and Efficiency. Ultimately the goal of this Program will be to work with the consumers and stakeholders and evolve our eligibility program, allowing standardization along with local control to meet the needs of individuals in their communities, focused on a generative approach where multi-generation, socioeconomic, and social determents of health are addressed in providing information and solutions, and data to organizations focused on outcomes set with individuals.

Summary of Duties

As an IT Contract Procurement and Compliance Analyst, you will:

The IT Contract Procurement & Compliance Analyst play a critical role in managing and overseeing a complex portfolio of contracts that support the ONE IT solution including software licensing, systems integration’s, IT development and procurement services.

This position ensures that contracts, interagency agreements and procurement processes align with the OEP strategic objectives while developing and evaluating policies for the future of eligibility initiatives, with a focus on operations efficiently and equitable service delivery.

With a focus on operational efficiency and equitable service delivery, this role requires expertise in contract management, policy development and change management strategies across multiple program areas. The Contract Administrator provides strategic leadership and collaborates with internal teams and external partners to drive innovation, transparency and continuous system improvement.

This position is responsible for making high-impact decisions, leading strategic initiative across ODHS and ensuring ONE system function efficiently to support service delivery models. The decisions made in this role directly influence operational effectiveness, data integrity, and the agency’s ability to provide critical services to Oregonians.

Contract Portfolio and Contract Management

  • Manage a diverse portfolio of contracts and agreements for OEP, ONE IT solution and supporting the ONE IT solutions. This includes personal service contracts, interagency agreements and memorandums of understanding, ensuring alignment with organizational objectives.
  • Utilize data-driven insights and lessons learned to procure and amend contracts that clearly define goods and services, deliverable, and accountability.
  • Oversee the administration of contracts to ensure compliance with terms, conditions, and deliverables throughout the contract lifecycle.
  • Service as the expert advisor to both State and contractors on their contractual responsibilities, including terms, conditions, timeline and obligations.
  • Plan, draft, and facilitate amendments, renewals, and terminations of contracts, aligning them with changing organizational needs.
  • Resolve contract-related issues, including disputes and non-compliance, by collaborating with vendors, project teams, and leadership to implement effective solutions.
  • Support organizational compliance by integrating administrative processes with state and federal regulations, internal policies, and audit requirements.
  • Conduct financial analysis to track expenditures, manage budgets, identify const-saving opportunities and ensure accurate reporting and fiscal responsibility through the contract lifecycle.
  • Exercise delegated budget authority for contracts by overseeing financial commitments, ensuring expenditures align with budget allocations and managing cost controls.

Strategic Leadership and Program Management

  • Lead and participate in procurement meetings with Office of Contracts & Procurement, Department of Justice and Central Office to devel and analyze procurement policies.
  • Fulfill legislative requirements by drafting OEP proposals for legislative sessions, including conducting data analysis of contractual records and preparing funding requests to OEP funding.

Vendor Management and Grant and Contract Compliance

  • Perform deliverable reviews of OEP contract and grant deliverable to improve accuracy and identify risk.
  • Develop and maintain data sets to tract contract trends, ensuring resources are effectively outsourced. Analyze data to identify patterns and efficiencies, providing leadership with strategic insights and recommendations to optimize contract management and resource allocation.
  • Monitor and report on progress of projects connected to OEP Vendor service delivery.

Process Improvement and Change Management

  • Coach, mentor and directs others in OEP the proper application of process improvement tools.
  • Lead process improvement and change management initiatives to streamline contract administration procedures, enhancing compliance, reducing risks, and addressing organizational inefficiencies. Identify opportunities for automation, standardization and best practices to optimize workflows and ensure alignment with regulatory and organizational requirements. Identify, recommend and lead procedural, process, and cost-saving strategies to enhance efficiency and effectiveness in contract administration. Evaluate current workflows, assess potential improvements, and implement best practices to optimize resource utilization and streamline operations.

Minimum Qualifications

Seven years of professional-level evaluative, analytical, and planning work experience.

Education in Business or Public Administration, Procurement, Accounting, Behavioral or Social Sciences, Finance, Political Science, or health, human, or social services, or similar degree will substitute for experience based on the following:

  • An associate degree in any of the listed areas substitutes for 18 months of experience.
  • A bachelor's degree in any of the listed areas substitutes for three (3) years of experience.
  • A master’s degree in any of the listed areas substitutes for four (4) years of experience.
  • A Doctorate degree in any of the listed areas substitutes for five (5) years of experience.
  • A valid driver’s license and acceptable driving record are required for this position.

Essential Attributes

We are looking for candidates with:

  • Statistical Analysis Methods: Experience in various methods to analyze data, draw conclusions, and make predictions.
  • Statistical Analysis Tools: Experience with software used to manage, analyze, and visualize data.
  • IT Systems: Experience with procedures related to ODHS programs and eligibility services. Familiarity with software, hardware, networking and cloud-based services. Ability to interpret technical requirements and integrate into contractual language.
  • Communication: Effective communication, both written and verbal in strategy, planning and to communicate details information to a diverse audience.
  • Business Process Management: Experience identifying, analyzing, and optimizing business processes to improve efficiency, alignment with goals, and ultimately, customer satisfaction.
  • Policy Development: Experience contribute to the development and improvement of procurement and compliance policies.
  • Contract Procurement: Thoroughly examine contracts for accuracy, completeness, and compliance with relevant regulations and internal policies.

Working Conditions

  • Remote or Hybrid work will be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
  • Expected to perform in a high-pressure environment resulting from high volume of workload and difficult timelines. Priority and scope of work must be closely monitored, and frequent adjustments are required.
  • Conduct and actively participate in meetings using virtual collaboration platforms as part of a remote work environment.
  • Work may include long periods of sitting and standing. Frequent use of common office technology, including phones, computers, printers, copy machines, fax machines, etc.
  • Work is performed in an office environment with cubicles and audible distractions.
  • May require infrequent travel overnight to remote locations across the state.
  • Overtime may be required during peak periods.
