Job description

Organizational context: The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).

Job purpose: Lead the digital products and platforms that support PAHO's Regional Revolving Funds program, ensuring reliable, secure, and innovative digital solutions for Member States to access essential health supplies.

Responsibilities: Provide strategic leadership for the Procurement Funds digital product portfolio, defining vision, strategy, and roadmaps. Establish and govern an end-to-end product and platform operating model. Lead assessments and improvement roadmaps for Member States Portal and related solutions. Manage product roadmaps, releases, backlogs, risks, budgets, and delivery governance. Define, monitor, and report on product and service performance indicators. Engage stakeholders and identify opportunities for innovation, automation, and AI solutions.

Education: Essential: A bachelor's degree in computer science, information systems, information technology, engineering, business administration, or a related area, and a master's degree in a field related to the functions of the post from a recognized university. Desirable: Proven training or certification in Product Management, IT Service Management (e.g., ITIL), Project and Program Management (e.g., PMP, PRINCE2, MSP), Cloud Technologies, and/or Data Science.

Work experience: Essential: Nine years of combined national and international progressively responsible experience in information technology, digital product or platform management, or digital transformation, including at least five years leading complex enterprise platforms or programs with responsibility for both delivery and post-go-live service outcomes. Demonstrated experience managing external implementation or managed-service providers; conducting platform or operating-model assessments; and establishing governance, monitoring, and improvement roadmaps for cloud-based solutions. Desirable: Experience with procurement, supply chain, finance, or public health platforms; multi-country or international organizations; and the turnaround or stabilization of a challenged program or production service.

Skills: Extensive experience leading enterprise digital products and platforms across strategy, implementation, operations, and continuous improvement. Strong ability to translate business needs and user requirements into product vision, roadmaps, release plans, and measurable outcomes. Proven expertise in product management, program governance, and benefits realization for complex digital platforms. Strong knowledge of IT service management practices, service ownership, service-level management, and platform monitoring. Experience managing outsourced and managed-service providers, including vendor and contract performance management. Ability to provide strategic advice, influence stakeholders, and lead cross-functional teams in complex environments. Extensive knowledge of systems analysis, cloud technologies, application security, data management, APIs, and integrations. Understanding of AI-enabled solutions, including governance, compliance, security, and responsible use principles. Excellent oral and written communication skills, including executive reporting, presentations, and technical documentation. Strong leadership, partnership-building, collaboration, and change management capabilities. Experience with Microsoft Azure cloud services and governance, including Azure Monitor, Application Insights, Log Analytics, alerts, dashboards or workbooks, or comparable observability and application performance management tools. Proficiency with product and program management tools and practices, including Agile, Scrum or Kanban methods, roadmap and backlog management, dependency tracking, risk and issue management, and portfolio-level reporting. Working knowledge of IT service management and site reliability concepts and tools. Working knowledge of enterprise web applications, APIs and integrations, identity and access management, application security, relational data and analytics, and DevSecOps or CI/CD practices. Advanced ability to use Microsoft 365 collaboration tools and data visualization or reporting tools. Familiarity with artificial intelligence, machine learning, and automation products, including responsible AI governance, evaluation, security, and lifecycle management.
