Pan American Health Organization (PAHO) seeks a senior technical specialist to support regional household air pollution initiatives. You will compile country information, prepare technical cooperation packages, and monitor progress using WHO tools and best practices.
The role requires a Master’s degree and 7+ years in environmental health, clean cooking, or related fields, with experience working with national and international partners in Latin America and the Caribbean.
Organizational context: The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job purpose: To provide technical and operational support for the implementation of household air pollution components of the Regional Roadmap and the Elimination Initiative, focusing on country information compilation, technical material preparation, country technical cooperation, and monitoring of air pollution and clean cooking indicators.
Responsibilities: Compile and organize country-level information on polluting fuels and clean cooking strategies to create a regional baseline and prioritization matrix. Prepare a technical cooperation package integrating Roadmap objectives, country assessments, WHO tools, and best practices. Develop and maintain a monitoring tracker for technical cooperation progress, indicators, and country engagement. Prepare a consolidated report summarizing technical cooperation, progress, achievements, challenges, and lessons learned, including recommendations and a workplan.
Education: Advanced university degree (Master's degree or equivalent) in environmental health, public health, environmental engineering, environmental sciences, energy, sustainable development, international development, or a related field.
Work experience: Over 7 years of relevant professional experience in environmental health, household air pollution, clean cooking or household energy, air quality, climate and health, or a related field. Experience compiling, organizing, and analyzing quantitative and qualitative information and preparing technical documents, country profiles, matrices, or reports. Experience supporting implementation of projects or technical cooperation activities involving government institutions or other stakeholders. Experience supporting meetings, capacity-building activities, or follow-up with national or subnational counterparts. Experience working in Latin America and the Caribbean and/or with international organizations is desirable. Familiarity with WHO/PAHO guidance on household air pollution, clean household energy, the Clean Household Energy Solutions Toolkit (CHEST), or PAHO's Disease Elimination Initiative is desirable.
Skills: Knowledge of the health effects of household air pollution and the public health benefits of transition to clean household energy. Ability to compile information from multiple sources, work with spreadsheets and datasets, and summarize findings clearly for technical and policy audiences. Good organizational skills and demonstrated ability to follow up on multiple country activities and deliver products according to agreed timelines. Ability to work collaboratively with multidisciplinary and multicultural teams and to communicate effectively with technical counterparts. Demonstrated ability to use Microsoft Office applications, including Word, Excel, PowerPoint, SharePoint and Outlook; working knowledge of digital and AI tools is an asset.
