IdahoPTV is seeking a senior professional to manage and direct the mitigation program within the Idaho Office of Emergency Management. You will oversee staff, coordinate with partners, and support disaster recovery efforts across state agencies.

Qualifications

SUMMARY: This position is assigned to the Mitigation Section of the Preparedness and Protection Branch, Idaho Office of Emergency Management (IOEM), functioning with the Idaho Military Division (IMD). The primary purpose of this position is to manage and direct the mitigation program and associated staff supporting the state’s emergency management mission, including implementation and coordination of response and recovery activities, oversight of mitigation projects, and aiding public and private organizations in the development of disaster mitigation plans.

MILITARY DIVISION MANDATORY QUESTIONS

MANDATORY REQUIREMENTS

(1) Must have and maintain a valid and fully privileged state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)

(2) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager or OPM is required prior to appointment into this position.)

(3) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for short periods.

(4) Must agree to attend/accomplish required training (including online or remote training) and participate in exercises as identified in federal grant guidance or directed by the supervisor, according to the schedule established by the supervisor.

REQUIRED EXPERIENCE

Must have 36-months of specialized experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement below that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience.

KNOWLEDGE REQUIRED

(1) Describe your knowledge of IOEM structure, internal and external programs, supported and supporting relationships with emergency response partners, the mission, and role within the IMD and the State of Idaho.

(2) Describe your knowledge of the variety, scope, risk, and magnitude of the natural and man-caused disasters with the potential to threaten life and property within Idaho.

(3) Describe your knowledge of state and federal law, statute, and regulation, to include administrative processes and management procedures, and government structure sufficient to interact effectively with a variety of federal, state, tribal and local government agencies, non-governmental organizations, private-sector businesses and citizens.

(4) Describe your knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), Idaho Emergency Operations Plan (IDEOP), and similar government, private sector, and/or military emergency management processes and systems.

(5) Describe your knowledge of web-based collaborative planning tools, such as WebEOC.

(6) Describe your knowledge of common computer applications (i.e. Microsoft Office suite of programs, Adobe Acrobat); and the ability to generate plans products and develop multi-media presentations used in the facilitation of meetings, training, exercises and planning projects.

(7) Describe your knowledge and skill in written and oral communication to prepare and present reports, interpret policies and guidelines, provide advice and guidance to customers, and represent IOEM in interactions with other organizations.

(8) Describe your knowledge of and skill in carrying out basic supervisory duties which include but are not limited to counseling, training, coaching, developing and enforcing performance standards, assigning work, managing workflow, reviewing work, resolving employee disputes, managing schedules, maintaining culture and environment, and receiving general guidance on projects and delegating supporting tasks to team members.
