Job summary

The Los Angeles City Attorney's Office is seeking an Investigator in the Employee Relations Section to conduct sensitive personnel investigations and related duties. Under supervision, you will handle complaints, grievances, and policy violations with discretion, applying relevant labor and employment laws and policies.

You will develop investigation plans, interview witnesses, gather evidence, and present findings to Human Resources and management, including testimony when necessary.

Qualifications

  • Experience conducting workplace investigations.
  • Demonstrated ability to exercise sound judgment and maintain confidentiality.
  • Strong oral and written communication skills.
  • Ability to manage multiple assignments and work independently and with a team.
  • Experience utilizing a PC with common software applications.

Responsibilities

  • Conduct sensitive personnel investigations with neutrality and promptness.
  • Develop investigation plans, identify witnesses, conduct interviews, and gather evidence.
  • Review applicable laws, policies, and agreements in investigations.
  • Manage several investigations concurrently and report status to HR.
  • Present findings to HR and management; testify in proceedings when needed.
  • Assist HR with grievances, requests for information, and related matters.
  • Perform other related duties as assigned.

Description

The Employee Relations Section of the Human Resources Division is responsible for all matters involving personnel functions for employees of the Office of the City Attorney. In this role the selected candidate will be responsible for conducting investigations into employee complaints, grievances, potential violations of policy and/or law, and other matters related to employee relations.

Duties and Responsibilities

Under the direct supervision of the Chief Employee Relations Specialist, the Investigator will conduct sensitive personnel and administrative investigations. The Investigator will be responsible for:

  • Conducting thorough, neutral, and prompt workplace investigations involving employee complaints, grievances, alleged policy violations, and other personnel matters;
  • Developing investigation plans, identifying relevant issues and witnesses, conducting interviews, and gathering and evaluating documentary and other evidence;
  • Reviewing and applying applicable labor and employment laws, Personnel Policies, Collective Bargaining Agreements, and other applicable laws, codes and policies;
  • Managing several investigations simultaneously and providing information, as needed, on the status of investigations;
  • Presenting investigative findings to Human Resources and appropriate management personnel and testifying in administrative or legal proceedings when necessary;
  • Assisting Human Resources with employee relations matters, including grievances, Requests for Information, disciplinary documentation, and related personnel matters, as assigned; and
  • Performing other related duties as assigned.
Requirements
  • Experience conducting workplace , administrative, or employment-related investigations;
  • Demonstrated ability to exercise sound judgment and maintain confidentiality when handling sensitive personnel matters;
  • Strong oral and written communication skills;
  • Ability to manage multiple assignments and work both independently and as part of a team; and
  • Experience utilizing a PC with common software applications.

The City also contributes toward the employee’s retirement benefit. Current Location

City Hall East, 200 N. Main Street, Los Angeles. Position is subject to assignment at any location of the Office of the Los Angeles City Attorney.

This position requires regular onsite work. Employer-provided parking is limited and may not be available for this classification. Employees may be responsible for securing and paying for parking at nearby facilities. Probation

For external applicants – Appointment to this exempt position (non-Civil Service) will be subject to a one-year probationary period as required by Section 1050 of the City Charter. Successful completion of the one-year probationary period will result in tenure with the office.
